SPECIAL AND REGULAR MEETING, DECEMBER 19, 2001

SPECIAL SCHEDULED RICHFIELD TOWNSHIP BOARD OF TRUSTEES MEETING WAS CALLED TO ORDER AT 6:45 P.M.

Roll Call: Trustees - Present - Robert Hooper, Shano Cica-Mraz and Robert Luther
Clerk / Treasurer - Mark Uhrich

Others present: Laurie Gilmore - Office Administrator; Laurie Pinney – Zoning

Mr. Hooper made a motion to enter into executive session to interview candidates for the Office Administrator, Zoning Commission, Board of Zoning and Rising Valley Park Board positions, seconded by Ms. Mraz, motion carried unanimously.

Mr. Hooper made a motion to adjourn the executive session at 8:25 p.m., seconded by Ms. Mraz, motion carried unanimously.

Other present:  Laurie Gilmore - Office Administrator, Laurie Pinney - Zoning Inspector, Jerry Schall - Road Foreman.

Mr. Dave Marguard of the Summit County Engineers' Office was present to address the Black and Columbia Road paving project.  Residents Ralph Schneider of 5276 Black Road, Paul Fordori of Columbia Road, Roger Giere of 2748 Stubbins Road, Jeff Schupe of 4409 Black Road, Rich Flemming of 2780 Columbia Road and Mary Fordori of Columbia Road all spoke of their concerns:  The whole road is rippled, cars have been damaged from poor application of the tar, there is loose stone all over the road, the trucks turning from Route 303 onto Black Road pose a safety risk, the road berm is crumbling and what is the expected time frame for reimbursement from the contractor for the damage to cars and property?

Ms. Mraz summarized the Richfield township's many conversations with Summit County Engineers' Office to identify and resolve the issues surrounding this project.

Mr. Marguard indicated that the issues he is hearing tonight reflect a more serious problem than he was aware of.  Also, the road was widened to make it safer and the cement stabilization is sound process for repair of roads.  He felt that a milling machine would come and peel off the bumps and make the road more smooth.  Since it is wintertime, at this time no action can be taken to repair this project.

Mr. Hooper wanted to see if the engineers' office would motor pave the road.

Mr. Hooper made a motion to approve the December 10, 2001 minutes, seconded by Ms. Cica-Mraz:  Mr. Luther - Abstains, Mr. Hooper - Yes, Ms. Mraz - Yes; motion carried by majority.

Mr. Hooper made a motion to approve warrant report 6542 to 6573, seconded by Ms. Cica-Mraz:  Mr. Luther - Yes, Mr. Hooper - Yes, Ms. Mraz - Yes; motion carried unanimously.

The Clerk requested that the Trustees make a motion to approve bereavement compensation for Jan Buzzelli.  Mr. Hooper made a motion to approve bereavement compensation per the Richfield Township Policy manual, seconded by Ms. Mraz, motion carried unanimously.

Ms. Mraz made a motion to start Richfield Township's 2002 Organizational Meeting 6:30 p.m. on January 2, 2002, seconded by Mr. Hooper, motion carried unanimously.

Mr. Hooper made a motion to pass Resolution #27-2001, Authorize the Office Administrator to enter into Negotiations with Governmental Agencies for the Sale of Police Vehicles and Police Equipment, seconded by Ms. Mraz:  Mr. Luther - No, Mr. Hooper - Yes, Ms. Mraz - Yes; motion carried by majority.


Mr. Hooper made a motion to adjourn the meeting at 9:20 p.m., seconded by Ms. Mraz, motion carried unanimously.
