Richfield Township Board of Trustees Regular

July 9, 2001

Public Hearing scheduled on the Richfield Township 2002 budget was called to order at 7:35 p.m.

Roll Call: Trustees - Robert Hooper, Shano Cica-Mraz and Robert Luther

Clerk / Treasurer - Mark Uhrich

Others present: Laurie Gilmore - Office Administrator.

Chairman Hooper requests comments from the Trustees and Public. No comments were received.

Ms. Cica-Mraz made a motion to adopt the 2001 – 2002 Richfield Township budget, seconded by Mr. Hooper, motion carried unanimously.

Ms. Cica-Mraz made a motion to adjourn the public forum at 7:45 p.m., motion seconded by Mr. Hooper, motion carried unanimously.

 

Regular scheduled Richfield Township Board of Trustees meeting was called to order at 8:00 p.m.

Roll Call: Trustees - Robert Hooper, Shano Cica-Mraz and Robert Luther

Others present: Laurie Gilmore - Office Administrator.

Ms. Cica-Mraz made a motion to adopt the meeting minutes from June 19, June 20, and July 5, 2001, motion seconded by Mr. Hooper, motion carried unanimously.

Mr. Hooper made a motion to approve warrant report 6072 to 6121, seconded by Ms. Cica-Mraz, motion carried unanimously.

Road Department report was presented by Mr. Luther – The five-year plan to assess and project Richfield Township’s needs for road improvements is not completed.

Zoning Report presented by Ms. Cica-Mraz – No cases were filed for the next Board of Zoning Appeals meeting on July 15, 2001. The next BZA meeting is planned for August 20, 2001 with an August 6, 2001 filing deadline. Summit County Planning commission approved the modified revised preliminary plan as amended for Glencairn and the Columbia Road Light Industrial subdivision road plan. On the July 27 agenda for the Summit County Planning Commission is a review of the Modified Revised Preliminary Plan for Forest at Kings Creek and plans are on file in Richfield Township offices for review.

Administration report presented by Ms. Gilmore – She will be working with Ms. Tibbs from Richfield Village in application for CBDG funds

Police Report from Chief Arbogast – charges have been brought up against a hit-skip offender. He reviewed the preliminary police report data for the first six months of 2001. The tactical vest grant would reimburse $900 of the $3,600 vest cost. The 800mhz radios should be in cars soon.

Ms. Cica-Mraz made a motion to adopt the updated Substance Abuse Prevention Program policy effective July 9, 2001, motion seconded Mr. Hooper, motion carried unanimously.

Mr. Luther made a motion to adopt Mr. Pat Coleman’s recommendation for hiring additional police officers. Ms. Cica-Mraz indicated that no such recommendation was made to the Board of Trustees and that the only recommendation the Board of Trustees received was from the Safety Committee and the Committee recommended merging the Richfield Township police force with the Village of Richfield police force.

Public Forum:

Elmo Midgley, 3764 W. Streetsboro Road, (he is a councilman for the Village of Richfield) asked Chief Arbogast about the status of filing the proper paperwork so the Richfield Township could receive half of the drug money from the Village of Richfield police department. Chief Arbogast thought he had filed all the necessary paperwork with previous Clerk. Chief Arbogast will review the status with the current clerk.

Tom Wehner, 5020 W. Streetsboro Road, wanted to know what costs were included in the Personal Services part of the budget. Mr. Uhrich will investigate and relay the answer to Mr. Wehner.
