Richfield Township Board of Trustees Regular

July 23, 2001

Regular scheduled Richfield Township Board of Trustees meeting was called to order at 8:00 p.m.

Roll Call: Trustees - Robert Hooper, Shano Cica-Mraz and Robert Luther
Clerk / Treasurer - Mark Uhrich

Others present: Laurie Gilmore - Office Administrator; Chief Arbogast


Mr. Hooper made a motion to approve warrant report 6122 to 66180, seconded by Ms. Cica-Mraz, motion carried unanimously.

Chief Arbogast reported that a speed study was started on Dewey, Columbia, Boston Mills and Medina Line Roads.

Zoning report was presented by Ms. Mraz – A special Board of Zoning meeting will take place on July 27 at 8:00 a.m. for the Lake Estate project. The next Zoning commission meeting is scheduled for 6:30 p.m. on August 6, 2001.

Mr. Luther presented the road report – Karvo is working on Hawkins and the county is overseeing the repair work, the work is scheduled to be completed by the end of the week. Some roads, Harter, Oviatt and Whitehorn need chip and seal. Overall, Mr. Luther feels the roads are in good condition. Also, he stated the township should use the county for salt as much as possible in the winter and felt the Township’s salt shed was OK. The Township’s new garage should be under construction by the first week of August.

Ms. Gilmore presented the administration report:

Mr. Hooper made a motion to accept Lytle Constructions bid of $9,120.00 for phase II of chip and seal on Oviatt Road, seconded by Ms. Mraz, motion carried unanimously.

Mr. Hooper made a motion to amend the policy manual to offer part-time employees insurance benefits at cost to the Township, seconded by Ms. Mraz, motion carried unanimously.

Mr. James Gilmore, wife of Ms. Laurie Gilmore, is the Townships web site developer. Also, Mr. Gilmore would be used to train the office assistant to mange Richfield Township’s web site. Mr. Hooper responded by asking for the web site training proposal to be put in writing for review. Mr. Hooper made a motion to use James Gilmore as the township’s web site trainer and related soft ware with the cost not exceed $2,500.00, seconded by Ms. Mraz, motion carried unanimously.

Mr. Hooper made a motion to add Jerome Pinney, Zoning inspector’s husband, as an electrician to the small repair approved list, seconded by Ms. Mraz, motion carried unanimously.

Terminex submitted a bid of $4,200.00 for termite removal at Old Town Hall and Fellowship Hall. Ms. Mraz asked Ms. Gilmore to obtain another quote. Furthermore, Gilmore stated that the CBDG money can be used to pay the cost of terminate removal at Old Town Hall. Bids are due by July 30 for painting and construction of the handicap ramp. One more week of ads for Richfield Township snow plowing and Med Alert program. Andy Brachna’s last day is August 17.

Mr. Luther made a motion to run an Ad for Richfield Township to hold an auction on August 18 for miscellaneous road and office equipment, seconded by Mr. Hooper, motion carried unanimously.

Mr. Hooper made a motion pass resolution number 15-2001 , Application for Community Development Block -Program, seconded by Ms. Mraz, motion carried unanimously.

A motion to pass a resolution to enter into a 50-year lease with the Village of the tennis court area was tabled as Mr. Luther questioned the length of the lease.

A general discussion regarding the need for a Road Bridge levy ensued: Mr. Luther felt the roads were in good enough condition and the current levy is adequate to fund Richfield Townships road needs. There was a concern voiced that the current levy will not adequately pay for materials, equipment and labor to maintain roads. The trustees will consider passing a levy to adequately fund future maintenance.

Public Forum:

Mr. Dan Emmett, 3051 Streetsboro, wanted to know what the township was going to pay on the Columbia road repair project. What is the township 5-year road plan, maybe the old 5 year plan could be used as an example. Ms. Gilmore responded – The Township will not pay anything on the Columbia road project.

Becky Sheryak, 3105 Brush, wanted clarification from the June 19 minutes regarding Mr. Schall’s responsibility as a road foreman.

Mr. Ken Bennet, 5150 Hecker Road, wanted to “file” a formal complaint about the loud signal horn used at the Allega plant. Ms. Mraz stated that Allega is going to use a light system and stop using the horn

Mr. Hooper stated the Safety Committee will be scaling back its meetings and there will not be a meeting this week.

Mr. Steve Schmidt, 3124 Wheatley, asked that township not do road repairs the way the county does.

Mr. Fleming, 2780 Columbia, wanted to know what the speed survey was. Chief Arbogast informed him of the process.

Mr. Hooper made a motion to adjourn the meeting at 9:15 p.m., seconded Ms. Mraz, motion carried unanimously.
