Richfield Township Board of Trustees Special
June 19, 2001
Specially scheduled Richfield Township Board of Trustees meeting was called to order at 6:10 p.m.
Roll Call: Trustees - Robert Hooper, Shano Cica-Mraz and Robert Luther
Clerk / Treasurer - Mark Uhrich
Others present: Laurie Gilmore - Office Administrator; Jerry Schall – Road Foreman; Scott Rauch and Phil Hrusch, - Service Department personnel.
The primary focus of this Specially held meeting is to discuss the Service Department.
Mr. Hooper made a motion to hold an educational / informational Public Hearing on the Police Department on June 28, 2001 at 7:30 p.m. at Richfield Elementary School, seconded by Ms. Cica-Mraz, motion carried unanimously.
Mr. Hooper stated that Richfield Township web-site would be functional within the next couple of days at
www.richfield-twp.org.Ms. Gilmore requested this meeting to seek clarification on several issues pertinent to the Service Department and issued an agenda for this meeting (see agenda "Service Department").
Old equipment needs to be disposed of Mr. Luther will hold an auction to sell the old equipment.
Road Right-Away damage was discussed. The Road Foreman is to use his judgement when repairing this damage.
Hawkins Road Project – The County Engineer, Richfield Township and the contractor are attempting to identify and resolve the items that the contractor has not correctly completed. Ms. Cica-Mraz stated that in future projects; Richfield Township should establish a standard procedure for checking the quality of a contractor's work and not release the final payment until a final inspection is passed.
Mr. Luther stated the County has issued a Building Permit for the new storage building. The storage garage as currently designed has no garage doors, Mr. Luther is to receive bids and proceed with identifying a contractor to install the doors as soon as the building is complete.
Mr. Schall was seeking direction on the chain of command he is to follow. Mr. Hooper indicated that Mr. Schall is empowered to make routine operating decisions, and if necessary, with the support of the Office Administrator and if there is question regarding major equipment or vehicles that Mr. Luther should be contacted.
Richfield Township Substance Abuse Policy and Random Drug testing was discussed: The Township is required to have a Random Drug testing Policy for all personnel that have a CDL. Mr. Luther wants to be taken off the Township’s list; he will contact the Necessary State of Ohio agency and pursue the removal of his name from Richfield Township’s list.
Mr. Schall requested to take a vehicle home in order to respond to emergency service calls, Mr. Luther does not approve.
Mr. Schall was directed by the Trustee’s to submit a road status report that would indicate future maintenance projects and costs. The Trustees need to determine if there is sufficient revenue from the Township’s current levies to adequately maintain the roads.
Public Forum: Mr. Jerry Tomlich 4233 Ramblewood Drive discussed his concerns about the culvert and maintenance and thank Mr. Schall for assisting him in fixing the culvert around his driveway. Becky Sheryak, 3501 Brush, wanted clarification on the procedure that the Road Foreman should follow.
Mr. Luther made a motion to enter into executive session to discuss employee matters at 7:40 p.m., seconded by Mr. Hooper, motion carried unanimously.
Ms. Cica-Mraz made a motion to conclude the executive session at 7:45 p.m., seconded by Mr. Hooper, motion carried unanimously.
Ms. Cica-Mraz made a motion to conclude the Richfield Township special meeting at 7:45 p.m., seconded by Mr. Hooper, motion carried unanimously.
