Richfield Township Board of Trustees Special
May 14, 2001
Specially scheduled Richfield Township Board of Trustees meeting was called to order at 7:15 p.m.
Roll Call: Trustees - Robert Hooper, Shano Cica-Mraz and Robert Luther
Clerk / Treasurer - Mark Uhrich
Others present: Laurie Gilmore, Office Administrator; Laurie Pinney, Zoning Inspector.
Special Meeting
James Gilmore, the web designer, gave a Presentation of the Richfield Township Internet web pages. Input was received from the trustees, office staff, and citizens in attendance. Ideas such as, links to other state, county and governmental sites, development of a citizen feedback form, listing special events and financial information were reviewed.
Oviatt Road Vacation was discussed. The following citizens spoke in favor vacation: Michelle Tyrpak of Newton Road, indicating she thought the original intent of the road was to be a dead-end street. Audrey Kukwa, a Rising Park Board Member, of Newton Road spoke on behave of the Rising Valley Park and stated the Park had no current plans to gate the entrance. Also, Dale Kukwa spoke in favor of vacation.
Citizens opposed to vacating the Oviatt Road: John and Carol Bigadza, Bob Anderson, Tim Vranich, Linda Toman and Paul McLosky of Hinckley cited reasons such as: inclement weather, safety exit, parking problems from park patrons, maintenance of road, difficulty of extending road if vacated.
Ms. Shano Cica-Mraz made a motion not to vacate Oviatt Road and place "No Through Trucks" sign at the entrance, Mr. Luther seconded the motion, and motion passes unanimously.

Regular Trustee Meeting Called to Order
Open Public Hearing for Glencairn Forest Development
Mr. Jim Biggar and Denny Kolp spoke on behalf of Glencairn Corporation. In response to residents concerns regarding the placement of cluster homes that was unveiled at the April 23, 2001 Public Hearing, Mr. Biggar, at this time, withdrew this part of the plan and will not go forward with placing cluster homes in the area behind their homes.
Also, Mr. Biggar unveiled a different option for a second access way road that will be gated. This access road will only serve as an emergency entrance and is very close in proximity to the only through road into Glencairn Development.
Mr. Charles Brinkman submitted 27 signed petitions from Glencairn residents requesting an additional continuance on this matter. Mr. Brinkman was concerned about possible property value loss and wanted more time to investigate the impact of the cluster home homes that were to be built by his house. The following residents also spoke about this concern and were seeking more time, Rick Varner, Bill Rex, Jay Glauserman, Harold Ted Williams, Stuver Parry, John Schott, and William DeMoss.
Ms. Mraz indicated to the residents of Glencairn, that the Richfield Township Trustees have limited authority over this matter, as Summit County will make the final determination about a second access road into the community. Also, Glencairn has approval from the Richfield Township Zoning Board for the cluster home location indicated during the April 23, 2001 public hearing.
Mr. Hooper made a motion to continue public hearing to May 16, 2001 at 7:00 p.m., Ms. Cica-Mraz seconded the, motion, and motion carried unanimously.
Ms. Cica-Mraz made a motion to continue the Regular Meeting to a Special Meeting on May 16, 2001 at 8:00 p.m. seconded by Mr. Hooper motion carried unanimously.
Ms. Cica-Mraz made a motion to move into executive session to discuss pending and imminent legal matters, Mr. Robert Hooper seconded the motion, motion carried unanimously.
Mr. Luther made a motion to conclude the executive session at 11:30 p.m., Mr. Robert Hooper second the motion, motion carried unanimously.
Regular Meeting adjourned at 11:30 p.m.
