Regular Meeting, April 22, 2002

The Richfield Township Trustee Meeting was called to order at 7:05 pm on April 22, 2002.

Roll Call: Trustees: Present – Shano Cica-Mraz and Laurie Gilmore
Absent - Robert Hooper
Clerk/Treasurer: Mark Uhrich

Others present: Linda Bowmer-Office Administrator, Laurie Pinney – Zoning, Jerry Schall – Service Department

Ms. Cica-Mraz made a motion for Linda Bowmer to start taking the minutes as Mr. Uhrich was detained, seconded by Ms Gilmore; Ms. Mraz – Yes, Ms. Gilmore – Yes, Mr. Hooper absent; motion passes by majority.

Ms. Cica-Mraz made a motion to approve the April 8, 2002 meeting minutes, seconded by Ms Gilmore; Ms. Mraz – Yes, Ms. Gilmore – Yes, Mr. Hooper absent; motion passes by majority.

Ms. Cica-Mraz made a motion to approve warrant report 6829 to 6858, seconded by Ms Gilmore; Ms. Mraz – Yes, Ms. Gilmore – Yes, Mr. Hooper absent; motion passes by majority.

Mr. Uhrich informed the Trustees that Richfield Township recently received approximately $66,000 in Inheritance tax from the Summit County Auditor.

Ms. Pinney presented the Zoning report – she announced that Richfield Township have a public hearing in June to address some changes in the zoning code. The township will have a no-fee variance hearing for residents on May 20, 2002 with a May 6, 2002 application deadline.

Mr. Schall presented the service report – The new Richfield Township road entry signs are almost all installed. Fellowship Hall will have to be re-keyed. He install the new infield dirt for the ball field once the weather cooperates.

Ms. Bowmer presented the Administration report – The Township had a successful auction of the surplus police property. The township’s insurance policy is set for renewal; Ms. Gilmore and Ms. Bowmer will meet with the insurance agent to review the new policy.

Ms. Gilmore and Mr. Schall reviewed 19 applications for the open service department position and Ms. Gilmore made a motion to hire Jason May for the service department, seconded by Ms. Mraz; Ms. Mraz – Yes, Ms. Gilmore – Yes, Mr. Hooper absent; motion passes by majority.

Ms. Mraz announced the Ohio EPA would like to attend a Richfield Township Trustee meeting to discuss issues that may affect our community. Ms. Mraz directed Ms. Bowmer to schedule the EPA meeting for the May 29, 2002 Trustee meeting.

Ms. Mraz continued: Chief Canter will not be able to attend the May 13, 2002 Trustee Meeting, Ms. Bowmer will see if Chief Canter can attend the May 29, 2002 meeting.

Public Forum:

Mr. Sedlack, 2865 Stubbins, reviewed all the problems he is having related to the Ohio Turnpike – His house and property are experiencing high levels carbon monoxide, he saw prowlers jump the fence from the turnpike.

Ms. Mraz wants to schedule a meeting with the Ohio Turnpike Commission and Ms. Gilmore suggested that the meeting be scheduled at Stubbins Road. Efforts will be made to schedule this meeting to review matters concerning air quality, noise, and prowlers.

Ms. Carolyn Sullivan, 3178 Revere, reviewed the idea of creating an equestrian trail in the right way on Wheatley Road. She has the National Park Service permission and the manpower to build the trial.

Ms. Mraz suggested that she meet with Mr. Schall and Ms. Pinney to coordinate this project. She also noted that Summit County will need to approve the project.

Mr. Rich Fleming, 2780 Columbia, wanted to know when the County Engineer was coming back to repair the work from last year on Black and Columbia Roads. Why isn’t the Web site updated with the most current minutes from the BZA, Zoning or Trustee meetings.

Ms. Mraz – She has been in contact with Esser’s office and over the next two weeks or so, they will review the different methods to resolve the problems. They should have a decision within the next three to four weeks as to the method they will use to repair the roads. The county may test different methods to help determine the proper method of repair.

Mr. Uhrich – I have not had the opportunity to give data files of recent Trustee minutes to Jan for inclusion in the web site.

Ms. Mraz – we will make effort to keep the minutes up to date on the web site and set up the logistics to do so.

Mr. Noel Schriver, 2579 Columbia, the county did a terrible job of cutting down trees and brush on Columbia Road. What is the status of ditch cleaning in front of my house?

Ms. Mraz and Ms Gilmore – upon hearing of the work that the county was doing; they immediately called the Engineers office and told them to stop and bring in the proper equipment to cut back the trees and brush. We will send request for ditch cleaning to the Engineer’s office. Also, Mr. Schall will call the engineers to coordinate the cleaning of the ditch.

Ms. Cica-Mraz made a motion to enter in to executive session at 7:45 P.M. to discuss pending litigation, seconded by Ms Gilmore; Ms. Mraz – Yes, Ms. Gilmore – Yes, Mr. Hooper absent; motion passes by majority.

Ms. Cica-Mraz made a motion to conclude the executive session at 9:30 p.m.; seconded by Ms Gilmore; Ms. Mraz – Yes, Ms. Gilmore – Yes, Mr. Hooper absent; motion passes by majority.
