The Richfield Township Trustee Meeting was called to order at 7:05 pm on August 12, 2002.

Roll Call: Trustees: Present – Shano Cica-Mraz, Laurie Gilmore, Robert Hooper
Clerk/Treasurer: Mark Uhrich

Others present: Linda Bowmer-Office Administrator, Laurie Pinney – Zoning Inspector, Chief Canter-Village of Richfield Police.

Ms. Cica-Mraz made a motion to approve the June 24, 2002 regular Trustee meeting minutes seconded by Mr. Hooper; motion carried unanimously.

Ms. Cica-Mraz made a motion to approve the July 12, 2002 regular Trustee meeting minutes seconded by Ms. Gilmore; Ms. Mraz – Abstain, Ms. Gilmore – Yes, Mr. Hooper – Yes, motion carried by majority.

Ms. Cica-Mraz made a motion to approve warrant report 7076 to 7134, seconded by Mr. Hooper; motion carried unanimously.

Mr. Uhrich presented the Clerk’s report – Richfield Township received notice from Summit County Auditor there will be a decrease in the Local Government distribution, effective August 2002. He will look into the exact amount of decrease and report back to the Trustees.

Ms. Bowmer presented the Administration report – The water pump and water tank had to be replaced at Fellowship Hall. Lytle Construction is doing the final surface coat to Hecker and Forest Run roads. All new monuments will be installed on Forest Run Road. Richfield Township received a letter from the Summit County Engineer: Summit County is proposing taking over maintenance of Hawkins Road. Ms. Mraz asked to review this request with Jerry Schall and place this request on next meeting's agenda.

Ms. Pinney presented the Zoning report – The Richfield web-site is now completely up to date with zoning regulations. Also, in light of the County taking over Hawkins Road, we should review / calculate the exact mileage of all township roads since Township receives some income based on the total mileage of roads within the community.

Chief Canter – Our police responded to a total of 444 calls of which 142 (32%) were located in the Township. The new DARE officer was sworn in. The Police Department logged over 300 pieces of evidence, including 21 weapons, from the old Richfield Township Police Department and have submitted a request to the courts to dispose of the evidence. The Police Department just received two new patrol cars. Sometime within the next four weeks, the jail in the Safety Services Building will be authorized for operational use.

Ms. Mraz – On July 22, 2002 Chief Canter received the Ohio Distinguished Law Enforcement Service Award from the State of Ohio Attorney General. Congratulations Chief.

Ms. Gilmore presented the Service Department report – Richfield Township received the necessary certification resources collected from the Summit County Auditor to adopt a Resolution 11 – 2002. Ms. Gilmore then read resolution 11 – 2002 and made a motion to adopt resolution 11 – 2002, a tax levy replacement and increase for the Roads and Bridges of Richfield Township, seconded by Ms. Mraz: motion passes unanimously.

Ms. Gilmore read Resolution 12 -2002, and made a motion to adopt resolution 12-2002, to terminate Health Watch Inc. contract and negotiation and execution of a replacement personal response system contract, seconded by Ms. Mraz: motion passes unanimously.

Ms. Mraz has asked Mr. Carl Badowski to speak to Trustees in regards to Hinckley Township’s proposal to vacate the last five (5) feet of Carr Road. Mr. Badowski’s mother is 100 years old and owns 106 acres from Medina Line Road to the Richfield – Hinckley border. They are in the process of selling the land. Approximately 80 acres is west of the Rocky River and is not accessible from Medina Line Road. The Carr Road vacation would effectively cut-off those 80 acres of property. When he presented his response to the Carr Road vacation to the Hinckley Trustees, the Hinckley Trustees treated him poorly. He believes the Hinckley Trustees will forward signatures from Hinckley residents to Medina County in the efforts to vacate the small section of Carr Road.

Ms. Mraz – Ultimately this is a Summit to Medina County matter. However, we support your efforts and would consider a Resolution of support. It is unlikely that any reasonable alternative could be found due to the Riparian corridor, wet-land and flood plain issues that would surround any construction project over the river to make this property accessible to the west of the river.

Mr. Hooper asked Hecker Road resident Mr. Ken Bennett if the FEDEX beeper noise issue has been resolved? Mr. Bennett – Yes!

Ms. Mraz – The Ohio Turnpike noise and pollution issues have not been satisfactorily addressed by the Ohio Turnpike Commission. The OTC submitted a vague and incomplete report. Richfield Township originally asked for a five (5) year detailed timeline of events surrounding the construction, maintenance and repair of all OTC projects in the area of exit 11. I am going to contact the Vice Commissioner at the OTC and attempt to get this issue back on track.

MS. Debbie Miller, 2819 Boston Mills Road, the noise from the turnpike is unbearable. There is 24 / 7 noise that is really loud.

Mr. Jerry Marshall, 5144 Hecker, The OTC should have records and noise studies available to review.

Public Forum:

Mr. Ken Bennett, 5150 Hecker, I thought the cement plant could not be used without proper buffering installed. On July 22, the plant was running all night.

Ms. Mraz – we will have our attorneys contact Allega. We will get a letter from our attorney to forward to Chief Canter; this will assist the police in enforcement of the consent decree.

Mr. Rich Fleming, 2780 Columbia, Do the Trustees hold work sessions every month?

Ms. Mraz – No, we used to have department head meetings once a month.

Mr. Ken Bennett, 5150 Hecker, wants to thank Mr. Jerry Schall for “rolling” down the edges of Hecker Drive during the repaving project.

Ms. Mraz made a motion to enter in to executive session at 8:20 p.m. to discuss pending legal matters, seconded by Ms. Gilmore; motion carried unanimously.

Mr. Hooper made a motion to end the executive session at 9:15 p.m., seconded by Ms. Gilmore; motion carried unanimously.

The Trustees discussed the cost of remodeling the Richfield Township Administrative offices and where temporary offices might be set-up. Richfield Township needs to get a firm cost of renovation for the Township’s portion from the Village.

Mr. Hooper made a motion to conclude the meeting at 9:32 p.m., seconded by Ms. Mraz; motion carried unanimously.
