The Richfield Township Trustee Meeting was called to order at 7:00 pm on August
26, 2002.
Roll Call: Trustees: Present – Shano Cica-Mraz, Laurie Gilmore, Robert Hooper
Clerk/Treasurer: Mark Uhrich
Others present: Linda Bowmer-Office Administrator, Laurie Pinney – Zoning
Inspector, Jerry Schall – Road Department.
Ms. Cica-Mraz made a motion to approve the August 12, 2002 regular Trustee
meeting minutes seconded by Ms. Gilmore; motion carried unanimously.
Ms. Cica-Mraz made a motion to approve warrant report 7135 to 7179, seconded
by Mr. Hooper; motion carried unanimously.
Mr. Uhrich presented the Clerk’s report – This year Richfield Township will
receive approximately $117,000.00 in local government support from Summit
County, revised from approximately $124,000.00 that was scheduled for the
Township back in February 2002. Mr. Uhrich has started to gather information on
the Auditor of State’s UAN accounting program.
Mr. Schall presented the Road Department report – see Mr. Schall’s attached
report.
Ms. Gilmore read a “thank you” letter from the Rising Valley Park Board
recognizing Mr. Schall and his crew for the extra work they have performed in
conjunction with the Park. She also read a “Thank you” letter from a resident
recognizing Mr. Schall’s outstanding job chipping the trees and brush from his
property.
Ms. Bowmer presented the Administration Report – Richfield Township is accepting
applications for the Senior Snow Plow program. A new carrier has been found to
administer the Health Watch Program. Ms. Bowmer attended a grant writing
seminar.
Mr. Uhrich thanked Ms. Bowmer and Ms. Buzzelli for their efforts in reorganizing
the office files.
Ms. Mraz reviewed Resolution # 13-2002; To Note Richfield Township’s opposition
to and Request Summit County involvement in the proposed vacation of a portion
of Carr Road, Ms. Mraz made motion to adopt Resolution #13-2002, seconded by
Mr. Hooper, motion carried unanimously.
Ms. Mraz reviewed Resolution # 14-2002; Richfield Township Board of Trustees to
authorize the designation of Hawkins Road as a County Highway, Ms. Mraz made
motion to adopt Resolution #14-2002, seconded by Ms. Gilmore, motion carried
unanimously.
Ms. Mraz reviewed Resolution # 15-2002; Richfield Township Board of Trustees to
authorize participation in the expansion and renovation of Richfield Town Hall
and Offices, Ms. Mraz made motion to adopt Resolution #15-2002, seconded by
Mr. Hooper, motion carried unanimously.
Ms. Mraz summarized the Ohio Turnpike Commission (OTC) lack of an adequate
response to Richfield Township’s request for information surrounding the
construction, removal of trees and shrubs, lowering the median, etc. The
Trustees are not happy with the lack of information from the OTC. Residents are
experiencing a noise and air pollution problems 24 / 7. Ms. Debbie Miller has
been calling the OTC directly and today two OTC commissioners went to her house.
They stated that this fall the OTC will plant tress in the median. Ms. Mraz
indicated the Trustees will continue to try to get the OTC’s attention and to
assist in resolving the noise pollution issues.
Mr. Hooper contacted Mr. Evangelista from Allega Concrete regarding the night
operation of the concrete plant. The Trustees indicated Richfield Police can not
shut down the plant. If found operating at night, the Police can go the site and
bring the matter to the attention of the plant operator. Allega is required to
submit a written request to the Trustees for approval to operate the plant at
night. Additionally, this plant location is not allowed to operate without a
sound barrier in place. Mr. Hooper asked if any the residents can describe the
nature of the noise(s) that is causing the disruptions. Mr. Ken Bennett said it
was beeping and horns with the beeping the most annoying. Mr. Bennett further
stated that he feels Allega has broken its promises in the past and has not
respected the concerns of the Neighborhood Committee that was set up to monitor
problems with the plant. Also, Mr. Bennett stated the uneven surface on the
Turnpike’s ramp surface causes a lot of noise.
Ms. Mraz indicated that Allega has to either move their plant to the new
location or erect a sound barrier at the current location. The Trustees were
under the impression that Allega would have moved to the new plant location by
now.
Public Forum:
No items or issues were brought up by the public.
Ms. Mraz made a motion to enter in to executive session at 8:00 p.m. to
discuss pending legal matters, seconded by Mr. Hooper; motion carried
unanimously.
Ms. Gilmore made a motion to end the executive session at 9:25 p.m., seconded
by Mr. Hooper; motion carried unanimously.
Ms. Mraz made a motion to authorize Buckingham, Doolittle and Burroughs to
enforce the Consent Judgment Entry regarding the Allega Concrete Plant, seconded
by Mr. Hooper; motion carried unanimously.
Mr. Hooper made a motion to conclude the meeting at 9:30 p.m., seconded by Ms.
Mraz; motion carried unanimously.
