REGULAR MEETING, FEBRUARY 11, 2002

of Richfield Police.
Ms. Gilmore made a motion to approve the January 28, 2002 minutes, seconded
by Ms. Mraz: Mr Hooper Abstain, Ms. Gilmore Yes, Ms. Mraz Yes; motion
carried by majority.
Ms. Cica-Mraz made a motion to approve warrant report 6671 to 6708, seconded by
Ms. Mraz, motion carried unanimously.
Ms. Mraz stated she would plan to attend the Workers Compensation Safety
classes that are currently being presented by the state.
Ms. Bowmer presented the Administration report The police car sold to
Warrensvile Heights has been paid for and picked-up. The two police cars sold to
Medina Township should be paid for and picked-up February 12. There has not been
much movement on the sale of the other surplus police equipment. Adelphia cable
has introduced digital cable to Richfield Township. Residents who have premium
service are required to get a new digital converter. On March 14, 2002 residents
without the new digital converter will not be able to receive any cable signal.
Residents that have basic cable service do not have to get a new converter.
The trustees will consider an auction of the remaining surplus police equipment
and directed Ms. Bowmer to look into the steps required to put the items up for
auction.
Ms. Mraz presented the zoning report The next Zoning Commission meeting is
March 4, 2002. The next Board of Zoning Appeals is March 18, 2002 with a filing
deadline of March 4.
Ms. Gilmore presented the Service Department report Ms. Gilmore and Mr. Schall
are reviewing the status of roads in the township and are determining which
roads will need to be resurfaced and the cost. The projected 2002 revenue from
the current road levy is $ 65,000.00. The township may need to replace the Ύ ton
pick-up truck and Mr. Schall is obtaining pricing information for a replacement.
Chief Canter presented the police report In January the village responded to
81 calls within the township. The Village is forming a color guard and if the
Township ever has need for a color guard to contact the Chief. Printed
Information pertaining to discharge of Firearms within the Township will be
available in the Township office.
Ms. Mraz indicated the Allega site plan is not ready for discussion and will be
tabled and presented at the next Trustee Meeting.
Ms. Gilmore reviewed the status of the tennis court renovation project. The
estimate project cost is $208,000.00. Richfield Township and the Village of
Richfield are sharing in the cost of this project. The township had apportioned
$50,000.00 in 2001 and would to request an additional $25,000.00 in this years
budget for this project. This project could proceed in phases: Phase 1 Tennis
and Basketball courts; Phase 2 sand volleyball courts; and Phase 3 Lighting
and seating. Mr. Hooper wanted to know if this project could be completed all at
once. Ms. Gilmore made a motion authorizing Richfield Township to accept
construction bids on the phases of this project, seconded by Ms. Mraz; motion
carried unanimously.
The discussion on the installing new road signs in Richfield Township is tabled.
Ms. Gilmore made a motion to accept bids for summer time lawn maintenance of
township properties, seconded by Ms. Mraz, motion passes unanimously.
Ms. Mraz indicated the Richfield Township Historical society is looking for more
storage space (possibly using the vacated police department space) and the phone
service was cut-off when the police department building phone service was
disconnected. Ms. Bowmer is to look into restoring phone service and determine
if there are any insurance issues with storage of Historical Society items in
the old police department. Subject to confirmation by legal counsel, Ms. Mraz
made a motion to obtain a phone line for the Historical Society, seconded by Mr.
Hooper, motion carried unanimously.
Ms. Mraz made a motion to enter into a Mutual Aid agreement with the National
Park, seconded by Mr. Hooper, motion carried unanimously.
Ms. Gilmore indicate hat the Township residents percent of property taxes going
to the Township dropped from 17% to 13%. But with the passage of the new School
levy residents might not see their tax bills go down.
Citizens Forum:
Mr. Dan Emmett, 3501 Streetsboro Road, Richfield Township might qualify for
L-Tip or Issue 2 grants and money for road repair projects. These sources have
not been fully pusued in the past and might offer a source of revenue for the
Township.
Ms. Mraz thanked Mr. Emmett for this information and directed Ms. Gilmore to
investigate utilizing these resources.
Mr. Tom Johnson, 2788 Stubbins, has the County Engineer driven on Black or
Columbia roads?
Ms. Gilmore The engineer can not work on the repair of this project until
springtime.
Mr. Ralph Schneider, 5276 Black Road, what ever happened to the mail box damage
claims?
Ms. Mraz Directed the Chief to follow-up with Officer Gilbert, who was in
charge of this case, and forward the status of the case to the Trustees.
Mr. Paul Choma, 2640 Columbia, Expressed concern about what he thought to be
semi-automatic gun fire near his property.
Ms. Mraz if you ever have concerns about this type of activity, please contact
the police department.
Ms. Gilmore made a motion to enter in to executive session at 8:00 p.m. to
discuss personnel issues, seconded by Ms. Mraz, motion carried unanimously.
Ms. Mraz made a motion to conclude the executive session at 8:30 p.m., seconded
by Mr. Hooper, motion carried unanimously
Mr. Hooper made a motion to adjourn the meeting at 8:35 p.m., seconded by Ms.
Gilmore, motion carried unanimously.
