Regular Meeting, February 25, 2002
Regular scheduled Richfield Township Board of Trustees meeting was called to
order at 7:05 p.m.
Roll Call: Trustees – Present -Robert Hooper, Shano Cica-Mraz, Laurie
Peters-Gilmore
Clerk / Treasurer - Mark Uhrich
Others present: Linda Bowmer – Office Administrator; Laurie Piney - Zoning
Inspector; and Jerry Schall – Road Foreman.
Ms. Mraz made a motion to approve the February 11, 2002 minutes; seconded by
Mr. Hooper, motion carried unanimously.
Ms. Cica-Mraz made a motion to approve warrant report 6709 to 6737, seconded
by Mr. Hooper, Ms. Gilmore – Abstain; Mr. Hooper – Yes; Ms. Mraz – Yes, motion
carried by majority.
Mr. Uhrich presented the Clerk report – The annual Richfield Township financial
report has been completed and forwarded to the State Auditor’s office. The
report will be available for review in the township office.
Ms. Pinney presented the Zoning report – The new Zoning Amendments will go in to
effect on February 27, 2002.
Mr. Schall presented the Service department report – The old pick-up truck is in
need of replacement. Utilizing the State Bid program I have received three
quotes for a new pick-up truck. Montrose Ford has the best quote at $20,319.20.
Ziss Hydraulics Company will install the plow and salt spreader for $9,550.49.
Ms. Gilmore made a motion to purchase a new 1 ton pick-up from Montrose Ford,
not to exceed $21,000, through the state Bid program and to purchase the
necessary plow and salt spreader equipment from Ziss for $9,550.49; seconded by
Ms. Mraz, motion carried unanimously. Mr. Schall indicated that that
the Town Hall baseball field is in bad shape and will need repair. He has a
quote for 26 tons of special infield dirt-mix for $3,300. Ms. Mraz would like
Mr. Schall to check with the Village and Rising Valley Park to determine the
status of their baseball fields. We might be able to get a better price if we
combine our purchases.
Ms. Mraz indicated that the remaining Surplus Police Property should be sold
through an auction. She directed Ms. Bowmer to confer with legal counsel, set-up
the required notifications and contact at least three auctioneers to determine
cost and availability. This topic should be placed on the next meetings agenda.
The decision to install new entryway signs into Richfield Township is tabled.
Summit County added more specifications to the ramp replacement project at
Fellowship Hall. Mr. Dave Rzonca, from Rzonca construction spoke to those new
requirements. Primarily there are three revisions required by the county: 1) 36”
handrail should be 42”; 2) Anti-slip strips must be installed on the ramp and 3)
the 30” entry door must replaced with a 36” door. His recommendations to comply
with these changes will cost approximately $6,000.00. Ms. Gilmore will look into
using CDBG funds to pay for this project. Ms. Mraz made a motion to
appropriate $6,000.00 for the recommend changes to comply with Summit County
codes; seconded by Ms. Gilmore, motion carried unanimously.
Ms. Mraz made a motion to approve the $1395.00 Architectural Drawing fee for the
Fellowship Hall project; seconded by Mr. Hooper, motion carried unanimously.
Ms. Mraz indicated that the Village of Richfield Mayor sent the Richfield
Township a letter requesting that we postpone the tennis court renovation
project as the village is evaluating the surrounding area. Ms. Mraz – the
existing site is in bad condition and it’s an eye sore. She wants to consider
demolishing the site. Ms. Mraz made a motion to accept bids for demolishing
the site, seconded by Ms. Gilmore, motion carried unanimously.
Richfield Township will provide a phone line to the Historical Society. The
costs of the phone line will be run through Richfield Township’s general fund.
The Historical Society can use the vacated police department for storage
provided they show proof of liability or renters’ insurance and after all
surplus police department property is auctioned. Ms. Bowmer is to contact the
Historical Society and coordinate these projects.
Ms. Mraz talked about the mail box damage. Restitution has been paid by one
of the three persons responsible for the damage. Richfield Township has three
options to pursue: 1) Pay one-third of the restitution money to the residents
and wait for the balance; 2) Send an invoice to the responsible parties request
reimbursement or 3) send the claim to Diversion Court. After discussion the
Trustees agree to send the claim to Diversion Court.
Ms. Gilmore has requested the County Engineer’s to perform a speed study on
Townsend and Black (Turnpike to Route 303) Roads. Richfield Township will
receive $13,000.00 in CDBG money for next winter’s snow plowing program and
Senior Center renovation project.

Mr. Ken Bennett, 5150 Hecker, what is the status of the JJJ Properties
discussion?
Ms. Mraz – The plans were not finalized for discussion and public presentation
at today’s meeting. They should be ready to discuss at the next Trustee meeting
on March 11, 2002.
Ms. Gilmore made a motion to enter in to executive session at 8:00 p.m. to
discuss personnel issues, seconded by Ms. Mraz, motion carried unanimously.
Ms. Mraz made a motion to conclude the executive session at 8:50 p.m., seconded
by Mr. Hooper, motion carried unanimously
Ms. Mraz made a motion to adjourn the meeting at 8:50 p.m., seconded by Ms.
Gilmore, motion carried unanimously.
