REGULAR MEETING, JANUARY 14, 2002

Others present: Laurie Pinney – Zoning Inspector, Linda Bowmer – Office Administrator and Chief Cantor – Village of Richfield Police.

Ms. Mraz made a motion to approve the December 19, 2001 and the January 2, 2002 minutes, seconded by Mr. Hooper, motion carried unanimously.

Ms. Cica-Mraz made a motion to approve warrant report 6618 to 6637, seconded by Mr. Hooper, motion carried unanimously.


Chief Cantor presented the Police report for month of December to the Trustees and as a matter of routine supplied a copy of all police incident reports that occurred in Richfield Township. These reports will be kept on file in the Township office.

Ms. Pinney presented the Zoning report. Refer to the Zoning report pages following these minutes.

Ms. Bowmer presented the Administrator’s report – She indicated that Summit County Engineers office has submitted all damage claims to the contractor for reimbursement from the Columbia Road re-paving project.

Ms. Gilmore stated the Township has received the speed study and speed limit revision recommendations from the Summit County Engineer’s office. Sections of Medina Line, Dewey, Boston Mills and Columbia roads will change from 55 MPH to 45 MPH. Ms. Mraz wants to draft a letter informing the Engineer’s Office that the proposed Dewey Road speed limit revision should receive further scrutiny as the Brecksville section of this road is posted as 25 MPH and the reduction to 45 MPH still might pose a safety concern.

Ms. Mraz made a motion to amend Resolution number 1-2002, Holiday Schedule, to correct the Martin Luther King Holiday listing from January 15, 2002 to January 21, 2002, seconded by Ms. Gilmore, motion passes unanimously.

Ms. Mraz made a motion to change the language in Section I of Resolution 1-2002 from the stated mileage rate reimbursement rate of $.33 a mile to the current IRS approved rate, seconded by Ms. Gilmore, motion approved unanimously.

Ms. Mraz read a report from the advisory Allega Concrete Plant Committee regarding the sound barrier wall. Ms. Mraz is discussions with the plant owner to ensure the wall is properly constructed before the plant reopens or the possible relocation of the plant.

Ms. Gilmore indicated that the tennis court renovation project will be reviewed at the Trustee’s meeting on January 28, 2002.

John Slaghter of Buckingham, Doolittle and Burrows summarized the status of the separation case at the Summit County Council. County council has formed a committee to review the requirements of the erection of a new township. Additionally, Richfield Township will file a lawsuit seeking to challenge the decisions to erect a new a township.

PUBLIC FORUM:

Anthony Sedlak, 2865 Stubbins Road, brought to the Trustee’s attention many problems he has encountered with new the Ohio Turnpike interchange and a lack of cooperation from the Turnpike commission. The trustees indicated that there is little they can do, but would voice his concerns to the Turnpike Commission.

Mr. Sedlak and Ralph Schneider, 5276 Black Road, and Tom Johnson, 2788 Stubbins Road all voiced there concerns about rapid gun fire they have heard over the last month. Police Chief Cantor indicated he was aware of these reports and the police department is investigating.

Ms. Mraz made a motion to enter into executive session at 7:55 p.m. to review pending legal matters, seconded by Mr. Hooper, motion approved unanimously.

Mr. Hooper made a motion to conclude the executive session at 9:00 p.m., seconded by Ms. Mraz, motion approved unanimously.

Ms. Mraz made a motion to adjourn the meeting at 9:00 p.m., seconded by Mr. Hooper, motion carried unanimously.
