Regular Meeting, June 10, 2002
The Richfield Township Trustee Meeting was called to order at 7:07 pm on June
10, 2002.
Roll Call: Trustees: Present – Shano Cica-Mraz, Laurie Gilmore, Robert Hooper
Clerk/Treasurer: Mark Uhrich
Others present: Linda Bowmer-Office Administrator, Laurie Pinney – Zoning
Inspector, Chief Canter-Village of Richfield Police.
Ms Cica-Mraz made a motion to approve the May 28, 2002 meeting minutes,
seconded by Ms Gilmore; Ms. Mraz – Yes, Ms. Gilmore – Yes, Mr. Hooper – Abstain;
motion carried by majority.
Ms Cica-Mraz made a motion to approve warrant report 6949 to 6987, seconded
by Mr. Hooper; motion carried unanimously.
Mr. Uhrich advised the Trustees that the Richfield Township 2002 – 2003 budget
is required to be filed to Summit County by July 20, 2002. Mr. Uhrich received a
notice from the county about a new “Alternative Tax Budget” process and forms to
be completed. He has contacted Dennis Killinger of the County Auditor office for
an explanation of the new process and will report back to the Trustees at the
next meeting.
Chief Canter reported there were 106 incident reports in the Township during the
month of May. This was approximately 27% of the total number of calls. Chief
Canter recently attended an FBI sponsored seminar.
Ms. Pinney requested the Trustees to hold a Public Hearing to consider
amendments to Zoning Resolution that were recommended for adoption by the Zoning
Commission. July 9th is the next scheduled Zoning Commission meeting.
The trustees will hold a Public Hearing at 7:00 p.m. on June 24, 2002 to
consider the amendments to the Zoning Resolution.
Ms Cica-Mraz made a motion to allow the Village of Richfield to use the
Township’s grounds for community day, seconded by Ms. Gilmore; motion carried
unanimously.
Ms. Gilmore reported that Black and Columbia Roads will be resurfaced by the
County Engineer in July 2002. The Township sent 65 questionnaires to residents
on Stubbins, Hecker and Forest Run subdivision roads and received 24 responses.
The questionnaires sought the residents' preferences for paving methods on their
roads – 23 of the 24 responses preferred motor paving.
Ms. Gilmore made a motion to enter into an agreement with the County Engineer
and submit a change order to authorize Lytle Construction to perform the
re-paving on Stubbins, Hecker, and Forest Run sub-division roads not to exceed
$87,000.00, seconded by Ms. Mraz; motion carried unanimously. Ms. Gilmore
indicated that the County Engineer will execute the Performance Bonds and review
the work of the contractor and Richfield Township will have the final project
approval.
Ms. Gilmore is in the process of applying for 2003 CDBG funds. She also advised
the Trustees that the Snow plowing and Med-Alert programs might be discontinued
next year.
Ms. Gilmore made a motion to enter into an agreement with Jerry Ryba to
perform preliminary architectural plans and projected costs to replace the
furnace, add air conditioning, re-configure the kitchen and design ADA compliant
bathrooms for Fellowship Hall not to exceed $1,000.00, seconded by Mr. Hooper;
motion carried unanimously.
Ms. Mraz just received the Ohio Turnpike Commission response to Richfield
Township’s noise and pollution concerns and tabled further discussions on this
matter until she has had an opportunity to review the OTC’s response.
Ms. Gilmore wanted to thank the Richfield Garden Club for their efforts to
beautify the grounds surrounding Fellowship Hall; they have done a fantastic
job.
Ms. Gilmore made a motion to accept Richfield Garden Club’s donation to
Richfield Township, seconded by Ms. Mraz; motion carried unanimously.
Sheriff Drew Alexander spoke to the Trustees and Residents – He complimented
Chief Canter and the Police Department for their fine service and cooperation
with the County Sheriff’s office. Sheriff Alexander wanted to let the residents
and trustees know that Sheriffs Department welcomes all feedback and input. He
briefly discussed the Cat Eyes Federal initiative.
No comments from the Public. Ms Gilmore made a motion to adjourn the meeting
at 7:45 pm, seconded by Ms. Mraz; motion carried unanimously.
