Regular Meeting, March 27, 2002

Richfield Township Special meeting was called to order at 1:05 pm March 27, 2002

Roll Call: Trustees - Present- Shano Cicia-Mraz, Laurie Gilmore
Clerk / Treasurer – Mark Uhrich
Absent – Robert Hooper

Others present: Laurie Pinney – Zoning Inspector, Linda Bowmer – Office Administrator

Ms. Mraz made a motion to approve the March 11, 2002 meeting minutes, seconded by Ms. Gilmore; Ms. Mraz – Yes, Ms. Gilmore – Yes, Mr. Hooper – Absent, motion carried by majority.

Ms. Mraz made a motion to approve the March 18, 2002 special meeting minutes, seconded by Ms. Gilmore; Ms. Mraz – Yes, Ms. Gilmore – Yes, Mr. Hooper – Absent, motion carried by majority.

Ms. Mraz made a motion to approve warrant report 6771 to 6795, seconded by Ms. Gilmore; Ms. Mraz – Yes, Ms. Gilmore – Yes, Mr. Hooper – Absent, motion carried by majority.

Trustees and the Clerk discussed resolution 6-2002, Richfield Township 2002 permanent appropriations, and Ms Mraz made a motion to pass resolution 6-2002, seconded by Ms. Gilmore; Ms. Mraz – Yes, Ms. Gilmore – Yes, Mr. Hooper – Absent, motion carried by majority.

The clerk advised the Trustees that the Village of Richfield is requesting the traffic court fines and fees collected by the Township be paid to the Village. Ms. Mraz will seek legal counsel’s opinion and advise the Clerk.

Ms. Gilmore announced that the tennis court demolition project has started.

Ms. Gilmore made a motion to hire Andrew Brachna as temporary summer road crew help at $8.50 an hour, seconded by Ms. Mraz; Ms. Mraz – Yes, Ms. Gilmore – Yes, Mr. Hooper – Absent, motion carried by majority.

Ms. Gilmore made a motion to allow Phil Hrusch to continue on the Township’s medical coverage plan for the month of April at his expense, seconded by Ms. Mraz; Ms. Mraz – Yes, Ms. Gilmore – Yes, Mr. Hooper – Absent, motion carried by majority.

Ms. Gilmore made a motion to amend the Employee Handbook to be consistent with Medical Mutual’s enrollment period, seconded by Ms. Mraz; Ms. Mraz – Yes, Ms. Gilmore – Yes, Mr. Hooper – Absent, motion carried by majority.

The Trustees discussed the Public Auction of surplus police equipment and supplies to be held April 13 @ 9:30am. Also, they will add the cable commission discussion to the Agenda for the April 8 meeting.

Ms. Gilmore read resolution 5-2002, Ohio turnpike Commission notice of complaint, and made a motion to adopt the resolution, seconded by Ms. Mraz; Ms. Mraz – Yes, Ms. Gilmore – Yes, Mr. Hooper – Absent, motion carried by majority.

Ms. Mraz made a motion to allow the Senior Center to utilize the Richfield Township car, seconded by Ms. Gilmore; Ms. Mraz – Yes, Ms. Gilmore – Yes, Mr. Hooper – Absent, motion carried by majority.


Ms. Mraz discussed the painting and identification of fire hydrants located in the Township. She will review this matter with Chief Stopak. The ponds that service the dry hydrants in the Township may need to be cleaned. The Trustees will seek advice and review the appropriate procedure to follow to properly clean the ponds.

Ms. Gilmore made a motion to thank Phil Hrusch for his service to Richfield Township, seconded by Ms. Mraz; Ms. Mraz – Yes, Ms. Gilmore – Yes, Mr. Hooper – Absent, motion carried by majority

Ms. Mraz made a motion to donate $1,000.00 to the Summit county Trail and Greenway project, seconded by Ms. Gilmore; Ms. Mraz – Yes, Ms. Gilmore – Yes, Mr. Hooper – Absent, motion carried by majority.

Ms. Mraz made a motion to enter in to executive session at 2:10 p.m. to discuss pending legal matters, seconded by Ms. Gilmore; Ms. Mraz – Yes, Ms. Gilmore – Yes, Mr. Hooper – Absent, motion carried by majority.

Ms. Mraz made a motion to conclude the executive session at 2:45 p.m., seconded by Ms. Gilmore; Ms. Mraz – Yes, Ms. Gilmore – Yes, Mr. Hooper – Absent, motion carried by majority.

Ms. Mraz made a motion to complete an agreement for consent in the Pavlovic case number CV 99 08 3328, seconded by Ms. Gilmore; Ms. Mraz – Yes, Ms. Gilmore – Yes, Mr. Hooper – Absent, motion carried by majority.


Ms. Mraz made a motion to authorize the Zoning Inspector, Ms. Pinney, to initiate a special project to review the safety and related matters of Richfield Township right-of-ways and if necessary to seek legal counsels advice on this project , seconded by Ms. Gilmore; Ms. Mraz – Yes, Ms. Gilmore – Yes, Mr. Hooper – Absent, motion carried by majority.

Ms. Mraz made a motion to adjourn the meeting at 2:50 p.m., seconded by Ms. Gilmore; Ms. Mraz – Yes, Ms. Gilmore – Yes, Mr. Hooper – Absent, motion carried by majority.
