Regular scheduled Richfield Township Board of Trustees meeting was called to
order at 7:10 p.m.

Others present: Linda Bowmer – Office Administrator; Mr. Jerry Schall – Road
Department Foreman and Police Chief Canter
Ms. Mraz made a motion to approve the May 13, 2002 meeting minutes, seconded
by Ms. Gilmore, Ms. Gilmore – YES, Ms. Mraz – YES, Mr. Hooper – Absent, motion
carried by majority.
Ms. Cica-Mraz made a motion to approve warrant report 6904 to 6948, seconded
by Ms. Gilmore, Ms. Gilmore – YES, Ms. Mraz – YES, Mr. Hooper – Absent, motion
carried by majority.
Mr. Uhrich indicated that Franks Gates Company will be renewed as Richfield
Township’s Managed Care Organization for Workers’ Compensation matters.
Police Chief Canter reported that approximately 30 percent of April’s police
calls originated from the township. This number has been consistent since the
inception of the police contract. Richfield Police Department will supply a DARE
officer for the Revere School District. A part-time officer will be hired and
will start approximately August 1. Bath Township and funds from the Attorney
General’s office will share in the cost of the DARE officer. The police
department will have 17 full time and 5 part time officers. Safety Town will run
in two sessions this year, one in June and one in August.
Ms. Bowmer reported that Adelphia Cable will increase cable costs this August.
The tire recycling project will take place at the service garage on June 15 from
9:00 a.m. to 3:00 p.m. Ms. Bowmer attended an Issue Two funds meeting; There is
a June 30, 2002 application deadline to receive funds for the 2003 year.
Mr. Schall presented the Road Department report – see Mr. Schall’s report on the
following page.
Ms. Gilmore stated that a Road Bridge Levy is set to expire this year. It
currently generates approximately $65,000 a year. The trustees are considering
upgrading the typical chip and seal process to hard motor paving for future road
projects. Stubbins, Hecker and Forrest Run sub-division roads are being
considered for re-paving this year.
Ms. Mraz reported that the Summit County Engineer will not re-surface Columbia
and Black roads this year. The engineer’s office indicated that they will
re-pave those roads in 2003.
Ms. Debbie Rolland, Summit County Trail & Greenway Coordinator, presented a
conceptual master plan for linking and developing trail ways through out the
region. Also, she presented the proposed Richfield Township trail way plan.
These maps and plans will be kept in the township office for residents to
review.
Ms. Mraz reported - Hudson is seeking more police frequency bands and inquired
in to the status of Richfield Township’s inactive bandwidth. In review with
township’s legal counsel there appears to be no obstacle to release the
bandwidth and Richfield Township should not have any problem seeking additional
bandwidth, if needed in the future. If released to Hudson, all costs associated
with transferring bandwidth would be paid by Hudson. Ms. Mraz made a motion
to surrender the Richfield Township bandwidth and allow Hudson to acquire it and
pay any associated costs, seconded by Ms. Gilmore, Ms. Gilmore – YES, Ms. Mraz –
YES, Mr. Hooper – Absent, motion carried by majority.
The Ohio Turnpike Commission (OTC) has verbally responded back to the trustees.
Ms. Mraz asked that all matters be put in writing and the OTC should identify
what they will do to remedy the noise problem and deliver the report to the
trustees before June 6, 2002.
Mr. Schall stated that the Richfield Township brush and chipping program will
start the last week of June.
Mr. Noel Schriver, 2579 Columbia, Does any body know who has circulated a letter
regarding Gene Esser and Columbia and Black Road repaving project? He just came
back from a 3,000 mile trip and stated I could have closed my eyes and knew I
was back on Columbia Road, that repaving job is terrible and Gene Esser has
reneged on his promise to remedy the road. A while ago Mr. Schriver asked about
getting assistance to have the county come out and re-dig the ditches in front
of his house and it has not happened.
Ms. Mraz – After review of the letter that Mr. Schriver presented, No we do not
know who circulated this letter. Black and Columbia Roads are county maintained
and Richfield Township does not have authority to have the road re-paved.
Mr. Schall – I did contact the engineer’s office about your ditches. I will
contact them again.
Mr. Bob Luther, 5287 Alger Road, Motor paving is better, but it is more costly
than chip and seal.
Ms. Mraz – If are able to find the funds we may have the roads motor paved and
we are seeking the residents input on their preference. We may need to ask for
an appropriate levy to replace the expiring road levy.
Mr. Rich Fleming, 2780 Columbia Road, Columbia Road is in the worst condition
since 1965. The road is crumbling in front of my house, seeping oil in to his
property, the county was incompetent to approve payment to the contractor, and
as the elected public officials you should be doing more.
Ms. Mraz – We have spent a considerable amount of time, faxing, calling and
writing the engineer’s office. May be we should consider a prosecutors opinion
on this matter.
Mr. Tony Sedlack, 2865 Stubbins, why isn’t the engineer’s office pursuing the
contractor?
Ms. Mraz – we do not know if they have.
Bob Stone, West Glencoe, maybe we should invite the contractor and the engineer
to a meeting.
Ms. Mraz – The engineer was here, but may be we could arrange a meeting.
Ms. Mraz made a motion to enter in to executive session at 8:25 p.m. to
discuss pending legal matters, seconded by Ms. Gilmore, Ms. Gilmore – YES, Ms.
Mraz – YES, Mr. Hooper – Absent, motion carried by majority.
Ms. Mraz made a motion to conclude the executive session at 10:10 p.m., Ms.
Gilmore – YES, Ms. Mraz – YES, Mr. Hooper – Absent, motion carried by majority.
Ms. Cica-Mraz made a motion to conclude the trustee meeting at 10:10 p.m.,
seconded by Ms. Gilmore, Ms. Gilmore – YES, Ms. Mraz – YES, Mr. Hooper – Absent,
motion carried by majority.
