The Richfield Township Trustee Meeting was called to order at 7:08 pm on October
28, 2002.
Roll Call: Trustees: Present – Shano Cica-Mraz, Laurie Gilmore
Absent - Robert Hooper

Others present: Linda Bowmer-Office Administrator, Jerry Schall Road Foreman
Members of the Summit County Engineer’s office are in attendance – Mr. Dave
Marquard, Mr. Sam Scaffide and Ms. Betty Klingenberg.
Ms. Cica-Mraz made a motion to approve the October14, 2002 Regular Trustee
meeting minutes seconded by Ms. Gilmore; Mr. Hooper – Absent, Ms. Gilmore – Yes,
Ms. Mraz – Yes, motion carried by majority.
Ms. Cica-Mraz made a motion to approve warrant report 7305 to 7341 seconded by
Ms. Gilmore; Mr. Hooper – Absent, Ms. Gilmore – Yes, Ms. Mraz – Yes, motion
carried by majority.
Mr. Schall presented the Service Department report – The chipping program is
nearly completed. The road salt for this year should be delivered soon. The
backhoe is getting near the end of its useful life. The transmission is likely
the next item that will need repair and that could cost up to $15,000 to
replace. I have three quotes for replacement. This would be the last piece of
major equipment the township road department would need for replacement as all
other major pieces of equipment are new and in excellent shape.
Ms. Gilmore – we need to evaluate replacing this piece of equipment but we
should wait and see the outcome of next week’s election, since there is a Road
Bridge Levy that is on the ballot.
Ms. Mraz commented on how nice the center of town looks by the Township garage
and Fellowship Hall and complimented the road department for their efforts to
keep it attractive.
Ms. Bowmer presented the Administration report – Several members of the Township
Zoning Commission, BZA and administrative staff recently attended a Planning and
Zoning seminar. All the problems we were having with the membership in CUE have
been resolved.
Ms. Mraz – A Special Meeting will be held November 4 at 6:00 P.M. The Trustees
will immediately enter into Executive session to discuss contemplated and
pending legal matters and then at 7:00 P.M. the Trustees will adjourn the
Executive session and start the public portion of the meeting.
The Zoning Commission will continue its Public Hearing on the Glencairn matter,
but no date has been set.
Mr. John Slagter, Richfield Township legal counsel, said the applicant requested
the BZA to review their application and consider the revisions to the plan since
the Zoning Commission continued the matter. Ms. Pinney will contact the original
applicant and request their presence for the November 4, 2002 meeting.
Mr. Marquard of the Engineers office presented the Annual Richfield Township
Report – Fall 2002. This report can be reviewed in the Township’s office.
Ms. Mraz – The Village of Richfield has asked us to consider bike lanes on
future road projects, so we ask you to take in to consideration our desire to
have bike lanes on County roads in the township. Thanks to all in the engineers
office that helped resolved the Columbia and Black Road re-paving problems.
Richfield Township appreciates the opportunity to piggy back on the County’s
road resurfacing projects; this should allow us to get better pricing from
contractors. Lytle Construction actually received compliments during their
repaving projects in Richfield Township.
Mr. Marquard – We will work hard to accommodate bike lane request.
Ms. Gilmore – What is the status of the County Engineer taking over Hawkins Road
from Medina Line Road east to the Village? We passed a Resolution and forwarded
it to the Engineers’ office.
Mr. Marquard – We are waiting for other communities to finalize and submit their
requests.
Ms. Bowmer – I spoke with the engineer’s office on this matter and they want to
wait until they get all communities in Summit County requests in to the
engineer’s office. Then they will process all requests together.
Questions from the public for the Engineer’s office:
Ms. Debbie Miller, 2890 Boston Mills, Are there noise guidelines that must be
followed within the county? The Turnpike noise is a real problem. Up until this
year is been Okay, but now it’s unbearable.
Mr. Marquard – On Public construction projects the State Highway manual
recommendations must be followed.
Ms. Mraz – The OTC will be planting trees, but there is not much the Township
can do.
Mr. Ken Bennett, 5150 Hecker Drive, Why can’t the Township pass a “No Jake
Brake” ordinance?
Ms. Mraz – The Township has no authority to pass ordinances and is limited in
the scope of zoning restrictions it can enact.
Ms. Miller – We are going to get petitions from the residents around the
turnpike that are affected by the noise. We plan on sending these petitions to
as many politicians as possible. We invite the Trustees to attend one of our
meetings. We would like to try and schedule a meeting between Township, County,
State and OTC officials to discuss this matter. Did the OTC provide any more
detail on the timeline of activities you requested from them?
Ms. Mraz – Call Linda in our office when you schedule one of your neighborhood
meetings and we’ll try to attend. You could meet in the Library or here in
Township Hall. We have only received a letter that outlines the events that took
place in a chronological order, but it is missing detail.
Mr. Ralph Schneider, 5276 Black Road, What about the fiber optic company coming
down the turnpike and removing a bunch of trees, have we heard anymore on that?
We’ll have to wait 30 years for the trees to grow.
Ms. Mraz – Comments were made at the last meeting and we thought that the
neighborhood group was going to look in to this.
Ms. Miller – Why can’t the OTC build up the median?
Ms. Mraz – Our understanding of this issue, is that for safety reasons and the
slope of median, the median can not be built up.
Ms. Gilmore made a motion to approve additional road work required by Summit
County Engineer in the amount of $8,336.25, seconded by Ms. Mraz; Mr. Hooper –
Absent, Ms. Gilmore – Yes, Ms. Mraz – Yes, motion carried by majority.
Ms. Gilmore indicated that all the streets in the Indian Village area would need
re-paving in 2003.
Ms. Mraz – Please check our web-site for the 11/4/02 updated meeting agenda
regarding Glencairn.
Public Forum
Mr. Rich Fleming, 2780 Columbia Road, Is there a new power line or gas line
going in near Dewey Road?
Mr. Schall – Buckeye Pipeline is replacing a high pressure jet fuel pipeline
from Cleveland Hopkins Airport to Pittsburgh.
Ms. Mraz made a motion to enter in to executive session at 8:10 p.m. to
discuss a pending legal matter, seconded by Ms. Gilmore; Mr. Hooper – Absent,
Ms. Mraz – Yes, Ms. Gilmore – Yes, motion carried by majority.
Ms. Mraz made a motion to end the executive session at 9:50 p.m., seconded by
