The Richfield Township Trustee Meeting was called to order at 7:00 p.m. on September 23, 2002.

Roll Call: Trustees: Present – Shano Cica-Mraz, Laurie Gilmore, Robert Hooper
Clerk/Treasurer: Mark Uhrich

Others present: Linda Bowmer-Office Administrator, Laurie Pinney – Zoning Inspector, Police Chief Canter.

Ms. Cica-Mraz made a motion to approve the September 9, 2002 regular Trustee meeting minutes seconded by Ms. Gilmore; Mr. Hooper – Abstain, Ms. Gilmore – Yes, Ms. Mraz – Yes, motion carried by majority.

Ms. Cica-Mraz made a motion to approve warrant report 7212 to 7241, seconded by Ms. Gilmore; motion carried unanimously.

Mr. Uhrich reminded the Trustees of his pending trip he will be taking in November or December of 2002. The Trustees will have Township’s counsel review options available to fulfill the Clerk’s position.

Chief Canter introduced Richfield’s new DARE officer, Officer Robert Wendland (see attached profile). The DARE program and Revere School District are in good hands with Officer Wendland.

Ms. Bowmer presented the Administration report – Richfield Township and its residents are now a part of a regional natural gas-purchasing program. If residents want to “Opt-out” they must complete a form that will be mailed to them. Some residents have called the Richfield Township to complain about Adelphia’s cable service. Also, Town Hall was infested with bees, an exterminator was brought in to deal with the infestation. The Township’s DSL line is hooked up.

Ms. Mraz updated the residents on the Ohio Turnpike noise situation: Aerial photographs taken in 1994 and some recent aerial photographs are available for comparison and inspection. Ohio Turnpike Commission (OTC) had a noise survey conducted September 6, 2002 – an average noise level of 44 – 50 decibels was record. The OTC is getting our complaints, the residents are encouraged to continue to write to the OTC and other local, regional, state and federal agencies and politicians.

Ms. Gilmore compiled a list of all recent construction activities that took place on the Turnpike near Boston Mills, Hecker and Stubbins roads. This list was used to assist in the assessment of the aerial photos and any potential effects that may have contributed to the noise problems.

Mr. Tony Sedlack, 2865 Stubbins, They (OTC) just plowed down some trees last week and the previous installation of the fiber optic line destroyed many trees.

Ms Mraz – the OTC is responsible for maintenance of the right away. We need to find out who is responsible for the maintenance of the fiber optic line.

Public Forum:
Noel Shriver, 2597 Columbia Road, Why is Dewey Road closed?

Ms. Mraz - Cuyahoga County might be re-paving the road. We’ll have Jerry Schall look in to this.

Mr. Ralph Schneider, 5276 Black Road, the fiber optic company(s) are they responsible for removal of the trees?

Ms. Mraz – we need to find out.

Ms Mraz – Summit County engineer, Gene Esser, will be at Richfield Township’s second Trustee meeting in October.

Ms. Mraz made a motion to enter in to executive session at 7:38 p.m. to discuss pending legal matters, seconded by Ms. Gilmore; motion carried unanimously.

Ms. Mraz made a motion to end the executive session at 8:08 p.m., seconded by Ms. Gilmore; motion carried unanimously.

Ms. Gilmore made a motion to adjourn the meeting at 8:08 p.m., seconded by Ms. Mraz; motion carried unanimously.
