The Richfield Township Trustee Meeting was called to order at 7:00 pm on
September 9, 2002.
Roll Call: Trustees: Present – Shano Cica-Mraz, Laurie Gilmore
Absent – Robert Hooper
Clerk/Treasurer: Mark Uhrich
Others present: Linda Bowmer-Office Administrator, Laurie Pinney – Zoning
Inspector.
Ms. Mraz started the meeting with a tribute to the events of September 11, 2001
and requested a moment of silence honoring the victims.
Ms. Cica-Mraz made a motion to approve the August 26, 2002 regular Trustee
meeting minutes seconded by Ms. Gilmore; Mr. Hooper – Absent, Ms. Gilmore – Yes,
Ms. Mraz – Yes, motion carried by majority.
Ms. Cica-Mraz made a motion to approve warrant report 7180 to 7207, seconded
by Ms. Gilmore; Mr. Hooper – Absent, Ms. Gilmore – Yes, Ms. Mraz – Yes, motion
carried by majority.
Mr. Uhrich presented the Clerk report – He advised the trustees of a potential
trip he may take and that trustees should be prepared to take the necessary
action to fill-in for the Clerk during his absence.
Ms. Bowmer presented the administration report – The new “Welcome to Richfield
Township” signs have been vandalized. The sign on Broadview Road has been
vandalized twice in the past couple of weeks. The police are aware of the
problem.
Ms. Cica-Mraz made a motion declare the old CAT Road Grader, Serial number
58B269, as surplus property, seconded by Ms. Gilmore; Mr. Hooper – Absent, Ms.
Mraz – Yes, Ms. Gilmore – Yes, motion carried by majority.
Ms. Mraz discussed the Allega Concrete Plant issue: Recently a resident was
awaken by noises from the plant and called the police. The police arrived at the
plant and it was not open or running any operations. Residents are encouraged to
call the police to report any noises and to the best of their ability try to
specify what they heard and where the noise is located.
After the last trustee meeting Buckingham, Doolittle, and Burroughs (BDB) was
authorized to file a motion to show cause regarding Allega of noncompliance with
Consent Judgment Entry. BDB did contact Allega’s attorney, Jim Evangelista to
review recent complaints and ongoing issues surrounding the concrete plant. Mr.
Evangelista indicated that Allega was not aware that they were not in compliance
and assured BDB that plant operations will conform to the Consent Judgment. BDB
put Allega on notice that further plant operations not consistent with Consent
judgment will be met with a filing to the court.
Ms. Mraz discussed the Ohio Turnpike noise issue: Lauren Hayos of the Ohio
Turnpike Commission (OTC), contacted the township and indicated that the OTC is
gathering all the facts surrounding the turnpikes construction and renovation
activities in Richfield Township. The OTC will plant trees this fall in some of
the noise affected areas.
In an effort to bring the turnpike noise issues to the attention of government
officials the Trustees have sent letters to every level of government in the
local, state and federal arena. Additionally, the trustees will support
resident’s efforts to put together a mailing to government officials.
Ms. Mraz thanked Mom’s Mums for their generosity and donation of flowers and
time to beautify Triangle Park.
Public Forum:
Mr. Ralph Schneider, 5276 Black Road, When was Allega put on notice? We recently
had a neighborhood meeting to discuss many of the Turnpike noise issue. We all
feel that the reduction of the turnpike median has created the majority of the
noise problem. The speed-like bumps on the ramps and the removal of many trees
for the installation of the fiber optic line are also considered factors in the
noise creation.
Ms. Gilmore and Ms. Mraz – August 28, 2002. That is why we need to get the OTC
to give us a timeline of events and what those events were to evaluate the
situation.
Mr. Rich Fleming, 2780 Columbia Road, Are there any grants to apply for to
maintain the roads?
Ms. Gilmore and Ms. Mraz – There is Issue 2 money. But that must be for a
specific road project. We are not aware of any grants for general road
maintenance but we will check in to it.
Mr. Ralph Schneider, 5276 Black Road, the last meeting minutes indicate that the
police can not take action to stop the Allega plant operation, is that correct?
Ms. Mraz – Yes, the police department can only document those incidents. But
that documentation is very important.
Ms. Gilmore made a motion to enter in to executive session at 7:30 p.m. to
discuss personnel matters, seconded by Ms. Mraz; Mr. Hooper – Absent, Ms. Mraz –
Yes, Ms. Gilmore – Yes, motion carried by majority.
Ms. Gilmore made a motion to end the executive session at 8:30 p.m., seconded
by Ms. Mraz; Mr. Hooper – Absent, Ms. Mraz – Yes, Ms. Gilmore – Yes, motion
carried by majority.
Ms. Gilmore made a motion to adjourn the meeting at 8:30 p.m., seconded by
