The Richfield Township Trustee Meeting was called to order at 7:07 pm on April
28, 2003

Ms. Mraz made a motion to approve Warrant Report # 7719 - 7741, seconded by Ms.
Gilmore; motion carried unanimously.
Ms. Cica-Mraz made a motion to approve the March 24 and April 14, 2003 Regular
Trustee meeting minutes seconded by Ms. Gilmore; motion carried unanimously.
Ms. Pinney – Zoning report:
On April 17, 2003 the Zoning Commission approved the Glencairn application.
Since Summit County approved this application in November and December of 2002,
it proceeded through the county process without a public hearing.
Mr. Jeff Shupe is requesting to step down as a member of the Zoning Commission (ZC).
Mr. Shupe has asked if he can move in to the role of a ZC alternate. Current ZC
alternate, Mr. Ed Pepara Sr., is willing to move from an Alternate to a ZC full
board member.
Ms. Mraz made a motion to approve Mr. Pepara as a Zoning Commission full board
member and Mr. Shupe as Alternate Zoning Commission member, seconded by Ms.
Gilmore; motion carried unanimously.
Linda Bowmer- Administration report: We are receiving quotes for furnace and air
conditioning at Old Town Hal and Fellowship Hall. We are attempting to amend our
current CDBG grant for the Senior Center and re-allocate funds to this project.
But since Summit County considers this a substantial amendment to the original
grant, Richfield Township may not be able to receive and “move” funds over to
this project. We will not know until at least June.
The patch on the leaking roof is holding up.
Richfield Township’s annual Liability and Auto insurance policy has been renewed
with Wichert Insurance. The premium is $14,582, which is about $1,657 lower than
last year.
Ms. Gilmore made a motion to approve Wichert Insurance 2003 / 2004 policy and
premium proposal, seconded by Ms. Mraz; motion carried unanimously.
Ms. Mraz – The next BZA meeting is scheduled for May 19 with a May 5 filing
deadline. This hearing is the annual free application for residents.
Ms. Mraz discussed and reads Resolution 12-2003, Clean Ohio Grant. Richfield
Township will be the applicant with co-applicants the Cleveland Metro Parks (CMP)
and Medina Summit Land Conservancy. The CMP would utilize the funds for the 80
acres of property they recently purchased off of Median Line Road. CMP is
preparing writing the grant. Summit County, Medina County and Hinckley Township
are writing letters of support.
Ms. Mraz made a motion to approve Resolution 12-2003, seconded by Ms. Gilmore;
motion carried unanimously.
Ms. Mraz asked Ms. Bowmer to add an agenda item for next meeting – A discussion
of House Bill 95.
A State Ohio 200 year anniversary bell is being cast by Summit County. This bell
is available for community activities. Richfield Township will request the bell
for its community day this summer.
The Auditor of State (AOS) has nearly completed its 2001 – 2002 audit of
Richfield Township. The post audit conference should occur in the next two
weeks. Due to the separation the AOS will perform an interim audit for 2003.
Ms. Mraz made a motion to hire special counsel to advise the Township on matters
relating to the AOS audit and the impact of the separation on the Township,
seconded by Ms. Gilmore; motion carried unanimously.
Ms Gilmore presents the Road Department report: The Township will not be hiring
summer help. Brush chipping will start this summer, specifics will be announced.
Motor paving is scheduled for the “Indian village” roads off of Alger Road this
summer; we are looking at piggy backing onto the Summit County Engineer’s summer
re-paving projects; The Township will review the annual tire collection
Ms. Mraz made a motion to cancel the May 26, 2003 Board of Trustees meeting,
seconded by Ms. Gilmore; motion carried unanimously.
Mr. Noel Shriver, 2379 Columbia Road,
presented the trustees with photos of his neighbor’s property and the eyesore of
a mess. I maintain my property.
Ms. Mraz – as a township we can only control zoning matters that relate to
health and safety; we can not dictate matters of taste
Mr. Shriver –
There is an old swimming pool that is full of stagnate water, this is a problem
with West Nile virus in this area.
Ms. Mraz – That might be a potential safety and health matter, please fill out
in detail a complaint with our zoning inspector, this will serve as our starting
point to evaluate this matter.
Mr. Tom Johnson, 2788 Stubbins Road and Rising Valley Park Administrator,
Rising Valley Park is going to repave its parking lot, could RVP piggyback on
any Township project to get a better price?
Ms Gilmore – Because of the separation matter our paving projects are on hold
and projects we are hoping to get done this year may be done in coordination
with Summit County.
Ms. Mraz made a motion to adjourn the meeting at 7:50 p.m. seconded by Ms.
Gilmore; motion carried unanimously.
