The Richfield Township Trustee Meeting was called to order at 7:05 pm on July 14, 2003

Roll Call: Trustees: Present – Shano Cica-Mraz, Laurie Gilmore, Robert Hooper
Clerk/Treasurer: Mark Uhrich

Others present: Linda Bowmer-Office Administrator; Laurie Pinney – Zoning Inspector and Police Chief Canter

Ms. Mraz made a motion to approve Warrant Report # 7875 - 7929, seconded by Ms. Gilmore; motion carried unanimously.

Ms. Cica-Mraz made a motion to approve the June 23, 2003 Regular Trustee meeting minutes seconded by Ms. Gilmore; motion carried unanimously.

Ms. Mraz opened the Public Hearing

Ms. Mraz asked for the Zoning Inspectors rationale for the proposed changes. See attached copy of proposed changed as discussed in the public hearing.

Ms. Pinney – The current zoning may have been too restrictive on the size and location requirements of storage buildings. Therefore the Zoning Commission submitted these proposed changes. After a 20 minute discussion on the merits of the proposals, Ms. Mraz opened the Public Hearing to those in attendance for questions.

Mr. Tom Sadar, 5040 W. Streetsboro Road, The 18 foot restriction for building height restrictions is measured from the mid-point of the gable end of the structure, is that correct?

Ms. Pinney – Yes.

At 7:25 p.m. Ms. Mraz made a motion to close the Public Hearing, seconded by Ms. Gilmore; motion carried unanimously.

Ms. Mraz made a motion to adopt the proposed changes as amended in the Public Hearing, seconded by Ms. Gilmore; motion carried unanimously.

Mr. Uhrich presented the Clerk’s report – The Clerks’ computer’s back-up system is not working. It may be time to consider a replacement computer; the current computer is approximately 7 years old and has some limitations to its operational effectiveness. In follow up to the State Audit Report, the Township needs to implement a procedure to include the annual clothing allowance given to full-time service employees in their W-2 wage report.

Mr. Hooper made a motion to authorize the Clerk to buy a computer system and software not to exceed $2000.00, seconded by Ms. Mraz; motion carried unanimously.

Ms. Mraz requested the Clerk to follow up with the Auditors to clarify the clothing allowance issue.

Chief Canter – Presented the May and June police report to the Trustees. This report is available in the Township Administration Offices. The 2003 – 2004 DARE program is scheduled to start this later this year.

Linda Bowmer- Administration report – The Tire Recycling was a success, with 237 tires collected. The CDBG grant applications have been filed. The State will conduct a speed study on State Route 303.

Ms. Gilmore – Three was left over CDBG funds from 2002 Senior Center project. We have received authorization to use these funds for a new side walk at the Senior Center.

Ms. Gilmore made a motion to hire Tallmadge paving to install 630 square feet of sidewalk utilizing CDBG money, seconded by Ms. Mraz; motion carried unanimously.

Ms. Gilmore made a motion to hire Broadview Heating and Air Conditioning with CDBG 29 Year grant money to install a new furnace and air conditioning unit at Old Town Hall, seconded by Ms. Mraz; motion carried unanimously.

Ms. Mraz – Recent item in the news indicated the Richfield considering giving away Rising Valley Park. This is not true. Representatives of the Metro Park took a walk through RVP. No conversations have taken place with these representatives. There is no indication of their intent.

Summit County has allowed additional applicants to be considered for the new Township offices when the new township is erected. Contrary to what the County published and indicated, they allowed some candidates, ones that submitted applications last year but did not submit applications this year, to remain in consideration even though they did not submit a new application and current petition signatures. Dave Jansy has withdrawn his name from consideration for the Clerk’s position.

Public Forum:

Mr. Tom Sadar, 5040 W. Streetsboro Road, Is three a threshold for the bids on the Old Town Hall project and did we get those Bids?

Ms. Gilmore – The Fed does require that we seek three bids on this project; not a formal bidding process, and yes we got three bidders.

Ms. Mraz made a motion to adjourn the meeting at 8:15 p.m., seconded by Mr. Hooper; motion carried unanimously.
