The Richfield Township Trustee Meeting was called to order at 7:15 pm on July 28, 2003

Roll Call: Trustees: Present – Shano Cica-Mraz, Laurie Gilmore, Robert Hooper
Clerk/Treasurer: Mark Uhrich

Others: Others present: Linda Bowmer-Office Administrator

Ms. Cica-Mraz made a motion to approve Warrant Report # 7930 - 77964, seconded by Ms. Gilmore; motion carried unanimously.

Ms. Cica-Mraz made a motion to approve the July 14, 2003 Regular Trustee meeting minutes seconded by Ms. Gilmore; motion carried unanimously.

Mr. Uhrich discussed the 2004 budget submitted to Summit County. The Township continues to see a reduction receipts as sources such as the monthly Local Government distributions continue to drop and property annexations reducing Property Taxes. The passage of the Road Bridge levy in November 2002 and the Police and Fire / EMS levies passed in May 2003 will help the township. The uncertainty of the Separation matter and the limitations the township has on generating receipts will require the proper stewardship by the Trustees. The 2004 budget is available for any resident to review.

Ms. Gilmore made a motion to adopt the 2004 budget, seconded by Ms. Cica-Mraz; motion carried unanimously.

Ms. Bowmer discussed the recent rains and floods in our community. The area has not been formally declared a Federal or State Disaster area. If this does occur residents may apply for loan or grant to cover the cost of the floods. The Township may be able to recover some of its costs and payroll dollars spent on the floods.

Ms. Cica-Mraz made a motion to adopt Resolution number 16, seconded by Ms. Gilmore; motion carried unanimously.

Ms Gilmore – The Road department participated in a mutual aid call and assisted Peninsula during the recent floods.

Mr. Slagter presented a discussion on the Ohio Attorney General’s opinion regarding the township separation matter. It provides a guideline for Summit County to follow. It appears that the Township has upwards of $800,000 in property at risk and the county may have to transfer the property to the Village.

Ms. Mraz made a motion to adjourn the meeting at 8:15 p.m., seconded by Mr. hooper; motion carried unanimously.
