Special Meeting, June 12, 2003

The Richfield Township Special Trustee Meeting was called to order at 2:25 p.m. on June 12, 2003.

Roll Call:  Trustees Present - Shano Cica-Mraz and Laurie Gilmore
Others present:  Linda Bowmer, Office Administrator and Jerry Schall, Road Foreman

Ms. Gilmore made a motion to pass Resolution #15-2003, application to apply for Community Development Block Grants to assist in the Township's senior citizen assistance program and to restore Fellowship Hall, motion seconded by Ms. Mraz; motion carried unanimously.

The trustees discussed the state of the HVAC in Old Town Hall and Fellowship Hall.  The County's legal department is holding up confirmation of the contract for the grants for 2003 because of separation.  Jerry Schall reported there is a smell of gas in Old Town Hall and it was decided to shut down the furnaces in both buildings during the summer.

Ms. Gilmore made a motion to increase Jason Mays' salary from $12.50/hour to $13.50/hour, retroactive to his hiring date of May 6th, following his completion of one year of service and obtaining his CDL license.  Motion seconded by Ms. Mraz; motion carried unanimously.

Ms. Gilmore made a motion to hire Andy Brachna for summer help at a rate of $9.00/hour; motion seconded by Ms. Mraz; motion carried unanimously.

Ms. Gilmore reported that there have been problems with the baseball field again this year.  It was decided that Andy Brachna's duties would include helping with all road projects and maintenance of the Township baseball field, including dragging and lining of the field.  Andy would also have the final say in whether the field was closed or open.  Ms. Bowmer to write to Oscar Gaspar, Charlie Easton and Bill Roemer setting out the new policy.  Ms. Gilmore made a motion to allow the Bath-Richfield Kiwanis permission to utilize Township grounds as in past years for Community Weekend, August 8-10, 2003; motion seconded by Ms. Mraz; motion carried unanimously.  Mr. Schall asked how the Amvets were coming with their plans for Triangle Park and if he should schedule taking down the gazebo.  Ms. Mraz said they are still designing the memorial and discussing fund raising.  It has been agreed the Triangle Park will be the new site of the veterans memorial, but it will be quite awhile before construction begins.  Various road projects, particularly the Seneca development and Oviatt Road, were discussed but all projects are on hold due to separation.  The service department has been busy tree trimming, chipping, and assisting Rising Valley Park.

Citizens Forum:  Mr. Richard Fleming, 2780 Columbia Road - Mr. Fleming asked why the June 9th meeting had been cancelled.  Ms. Mraz explained that separation had been on the Summit County Council Agenda and the trustees had wanted to attend that meeting.  Richfield had been removed from the agenda at the last minute because one of the Council members had requested a legal opinion.

Ms. Cica-Mraz made a motion to conclude the trustee meeting at 2:55 p.m., seconded by Ms. Gilmore; motion carried unanimously.
