The Richfield Township Trustee Meeting was called to order at 7:10 pm on March 10, 2003.

Roll Call: Trustees: Present – Shano Cica-Mraz, Laurie Gilmore, Robert Hooper
Clerk/Treasurer: Mark Uhrich, absent

Others present: Linda Bowmer-Office Administrator and Laurie Pinney – Zoning Inspector

Ms. Cica-Mraz made a motion to approve the February 24, 2003 regular Trustee meeting minutes, seconded by Ms Gilmore; motion carried unanimously.

Ms. Cica-Mraz made a motion to approve warrant report 7616 to 7647, seconded by Ms Gilmore; motion carried unanimously.

Police Report – Chief Canter provided the Trustees with a copy of the Police Annual Report. He recently attended a school administrative meeting at which disaster plans for the school were discussed. At this meeting a School Resource Office – a police office on the the school staff – was also discussed, possibly financed by the Village and Bath & Richfield Townships. The first DARE graduation is being held at 10.00am on March 19th at Old Trail School. The Police Color Guard will be marching in the Akron Saint Patrick’s parade on Saturday, March 15th and the Chief invited everyone to attend. Ms Mraz asked the Chief to comment on the recent newspaper report that Richfield was an easy target for theft. The Chief assured the Trustees that Richfield is still a very low crime area and the person mentioned in the article had been apprehended and was back in jail. However he cautioned everyone to lock their cars and garages as good safety policy.

Fire Report – Chief Stopak provided the Trustees with a copy of the Fire Department Annual Report and reported 79 total calls for the month of February. Of the 13 calls in the Township, none had been significant structural fires. They will be replacing one of their station vehicles with a new SUV. The Station has been used for both CPR classes and baseball registration during the month. Training has continued for their hazardous material team (necessary because of the trucking companies located in the area) and the rope rescue team. Staff have recently been certified in ice rescue because of the numerous ponds and lakes in Richfield.

Zoning Report – The Medina County Commissioners’ Carr Road vacation hearing is still scheduled for Monday, March 17th. Ms Mraz asked Ms Pinney to check as this action was to have been withdrawn by residents after purchase of the property by Cleveland Metroparks. A proposal for an extension of the Briarwood Development was submitted to Summit County Planning Commission. It is in the early stages and as stands includes the construction of 208 townhouses and 72 single family homes. A public hearing has been set for the Glencairn Forest Subdivision The Woods Phase on April 10 at 6.30pm at the Zoning Commission meeting. The Board of Zoning Appeals and the Trustees will review the revisions to the final development plan of Glencairn Forest on the March 17 and March 24 meetings, respectively. Regarding NPDES, the signed Notice of Intent was received and filed with the EPA on time, March 10th. Summit Soil & Water Conservation District have accepted the burden of developing a plan and assisting with its implementation at a possible cost to the Township of approximately $600. The Zoning Commission has recommended approval of several amendments and a public hearing at the next Board of Trustees meeting is scheduled for March 24, 2003.

Administration Report – The State audit began on schedule today. There is a team of 2 working which should hopefully cut the time from 4 weeks down to 2 weeks.

Road Report – Nothing significant to report except plowing and salting. The Department of the Interior has NOT approved the resurfacing of Scobie Road due to increased demand for the money available. We will reapply next year.

Ms. Mraz made a motion to adopt Resolution #08-2003, Annual Appropriations for the Fiscal Year ending December 31, 2003, seconded by Ms. Gilmore; motion carried unanimously.

Ms Mraz made a motion to adopt Resolution #09-2003, a Memorandum of Agreement authorizing participation in the Summit County Storm Water Management Program in cooperation with Summit County and Water Conservation District, seconded by Ms Gilmore; motion carried unanimously.

Citizen Forum:

Mr Karl Kollert, 2459 Monica – This Village resident wanted confirmation that the County Engineers were drawing the boundaries for the new Township. He asked what would a person whose property is in both the Village and Township be assigned, will the person have voting rights in both and will taxes be both?

Ms Mraz said these were excellent questions and she would bring these issues to the attention of the County.

Ms Diane Kraynik, reporter for the Richfield Times – She had once lived in a house divided between two communities and voting rights had been determined by where her bedroom was located.

Ms. Mraz made a motion to enter into executive session at 7:55 p.m. to discuss pending legal matters, seconded by Ms. Gilmore; motion carried unanimously.

Ms. Mraz made a motion to end the executive session at 8.40 p.m., seconded by Mr Hooper; motion carried unanimously.

Ms Mraz made a motion to hire special counsel at the request of the BZA for a Glencairn Zoning matter, motion seconded by Mr Hooper; motion carried unanimously.

Ms Mraz made a motion to enter back into executive session at 8.45 p.m. to discuss pending legal matters, seconded by Ms Gilmore; motion carried unanimously.

Ms. Mraz made a motion to adjourn the meeting at 9.45 p.m., seconded by Ms. Gilmore; motion carried unanimously.
