Richfield Township Board of Trustees
October 2, 2003
The regular meeting of the Richfield Township Board of Trustees was called to
order at 7:00 p.m. with the following in attendance:

Motion made by Ms. Cica-Mraz, seconded by Mr. Wyatt to approve minutes of
August 14, 2003. Motion passed by unanimous approval.
Motion made by Ms. Cica-Mraz, seconded by Ms. Gilmore to approve minutes of
September 4, 2003. Motion passed by unanimous approval.
Motion made by Ms. Gilmore, seconded by Mr. Wyatt to approve minutes of
September 18, 2003. Motion passed by unanimous approval.
Motion made by Ms. Cica-Mraz, seconded by Ms. Gilmore to approve warrant report
with addition of warrant #8027, which was issued manually to transfer funds in
the amount of $200,000 between the old and new township accounts. Motion passed
by unanimous approval.
The clerk report was provided by Ms. Pinney. The state auditor’s office has
contacted the township office to discuss the audit to be conducted in
conjunction with the court ordered separation action. The audit is expected to
take place in early January 2004 and will review documents for January through
August 12, 2003. The audit of the post-separation township will be conducted at
the next regularly scheduled audit.
Dale Canter provided the police department report for the month of September.
The call report was provided for the township records. The color guard will be
at the Revere H.S. football game on October 3. The DARE program will be adding a
program for the students at Revere Middle School. Information was provided for
Halloween night events, Kiwanis’ spaghetti dinner ticket sales – dinner to be
held 5:00-7:30 p.m. on October 3, 2003 at Revere H.S. and the rib cook-off
scheduled for October 4 at the Senior Center. Chief Canter reported that Alex
the police dog died last week and was interred at Paws Awhile pet cemetery in an
official ceremony.
Joe Stopak provided the fire department report for the month of September,
including call information. The new squad that was ordered has been slightly
delayed and will be ready near the end of October. Fire prevention week is
coming up and Officer Ron Boryk will take the hazard house to the Revere
schools.
The zoning report was provided by Ms. Pinney. The Ohio Turnpike Commission has
filed for a temporary injunction, with a hearing scheduled for October 3. The
temporary injunction requests that the township lift the stop order to allow the
OTC to finish the roof on the partially constructed salt storage dome on Boston
Mills Road. A request for a permanent injunction has also been filed, with the
hearing date to be set at a later time. The next Zoning Commission meeting is
scheduled for October 9 at 6:30 p.m. and the next Board of Zoning Appeals is
scheduled for October 20 at 7:00 p.m.
The road and service department report was provided by Ms. Gilmore. Lytle
Construction was scheduled to start the repaving project in the Seneca Hills
development today, but the weather was too cold. Jerry Schall had provided a
written report outlining projects done in the month of September.
Ms. Bowmer gave the administration report. Greg Bachman, the Summit County
Engineer, will be coming to the November 20 Trustees meeting. The township has
continued discussion with the Engineer’s office regarding their taking over
Hawkins Road. The township office will be closed on October 30 to allow the
staff to attend the OPC Cleveland Zoning Seminar. The move of the township
office to the Old Richfield Village Recreation Center is expected to take place
near the end of October. Meetings will be held in the Western Reserve room at
the Richfield Senior Center during the remodeling.
Three resolutions were introduced – 06-2003 & 07-2003 are resolutions of support
for the Summit County Department of Building Standards to take a larger role in
inspections for new construction and subdivision developments. Resolution
05-2003 is a resolution of support for the Summit/Akron Solid Waste Management
Authority to allow an increase of tipping fees for private waste haulers. The
fees will be used to fund a variety of programs, including subsidizing
participation by small communities like Richfield Township for recycling
programs.
The floor was opened to questions about any of the proposed resolutions.
Jeff Shupe, of 4409 Black Road had questions about the twice a month recycling
pickup schedule, which is confusing to many residents and the disposal of
hazardous materials. Ms. Gilmore responded that the trustees are seriously
considering going to a weekly recycling pickup schedule and have already gotten
figures on the additional cost. The hazmat drop-off site is located in Stow, but
is now closed for the winter – information on the location, dates and hours of
operation are available on the township web site. Also, a number of hazmat and
recycling programs are offered each year by Richfield Township and Village,
including drop-off dates for tires, batteries, paints, oils and other materials
that should not be placed in the regular waste.
Motion made by Ms. Gilmore, seconded by Ms. Cica-Mraz to adopt Resolution
05-2003. Motion passed by unanimous approval
Motion made by Ms. Mraz, seconded by Mr. Wyatt to adopt Resolution 06-2003.
Motion passed by unanimous approval.
Motion made by Ms. Mraz, seconded by Ms. Gilmore to adopt Resolution 07-2003.
Motion passed by unanimous approval.

Motion made at 8:45 p.m. by Ms. Mraz, seconded by Ms. Gilmore, to go into
executive session to discuss the Ohio Turnpike Commission hearing with legal
counsel John Manley. Motion passed by unanimous approval.
Motion to go out of executive session made at 9:35 p.m. by Ms. Mraz, seconded by
Ms. Gilmore and received unanimous approval.
Motion to adjourn made at 9:35 by Ms. Gilmore, seconded by Ms. Mraz and received
unanimous approval.
