Richfield Township Board of Trustees
September 4, 2003
Meeting called to order at 4:35 p.m. with the following in attendance:
Shano Cica-Mraz, Trustee
Laurie Peters Gilmore, Trustee
Laurie Pinney, Clerk
Dale Canter, Richfield Village Police Chief
Joe Stopak, Richfield Village Fire Department Chief
Two (2) residents/attendees
Motion made by Ms. Cica-Mraz to approve minutes of July 28, 2003, seconded by
Ms. Gilmore. Discussion ensued regarding ability of current trustees, who
represent the “new” Richfield Township to approve minutes from the “old”
Richfield Township. The consensus was that since the old township has been
dissolved, approval of the last meeting minutes by the current trustees is the
best option available to help close the records of the old township. Motion
passes by unanimous approval of those in attendance.
Motion made by Ms. Cica-Mraz to approve warrant report as follows: warrants 8000
to 8025 represent spending from old township account, warrants 10000 to 10036
represent spending from new account established for new township.
Additionally, warrant 8026 was manually drafted to transfer funds in the amount
of $200,000.00 from the old account to the new. The motion was seconded by Ms.
Gilmore and received unanimous approval of those in attendance.
Ms. Pinney provided the clerk’s report. The office has made every reasonable
attempt to create a new record for the newly created Richfield Township. A new
bank account was established and the old account will be closed when all
outstanding items have come in. Some items had to be posted to the old account,
due to the short notice given for the effective date of separation. For example,
new checks had to be ordered and electronic funds transfers have to be
re-authorized for the new account. Funds in the amount of $200,000.00 were
transferred from the old account to the new, with the balance to be transferred
with the closing of the old account. Former Clerk Mark Uhrich has assisted with
training for the day-to-day operations of the clerk’s office, allowing for a
smooth transfer of duties.
Ms. Pinney provided the zoning report. The Zoning Commission is scheduled to
meet on September 11, 2003, 6:30 p.m., with a public hearing scheduled to
discuss amendment to sections 301-4-K & 504 of the zoning regulations. The BZA
is scheduled to meet on September 15, 2003, 7:00 p.m. and has one continued and
two new cases on the agenda.
Chief Canter provided the police report. There were 111 police calls in the
township in August, which represents 26% of the total August calls. Details of
President Bush’s Labor Day visit to Richfield were provided, and the Chief is
glad to report that everything went very well. He extended thanks to all the
township, village and surrounding community departments that assisted in
preparing for and providing security for the presidential visit.
Chief Stopak provided the fire report. There were 112 calls in August, including
three fires and five rescues. Chief Stopak also thanked the trustees for the
assistance they had provided during the presidential visit.
Ms. Cica-Mraz expressed the township’s gratitude for the extra hard work put in
by the police, fire, service and other departments in preparing for the Labor
Day visit and was happy that the event came off so successfully, despite the
rainy weather that day.
Ms. Gilmore provided the road report. Bid requests are being sent out for the
motor paving of Kiowa, Chickasaw, Inca & Dakota Roads. Old Town Hall and
Fellowship Hall had been scheduled for replacement of both furnaces, with
funding coming from a CDBG grant. Due to the court-ordered separation and
division of assets, ownership of both buildings is being transferred to
Richfield Village and the grant funding will be lost. The village may reapply
for the funding again next year, if they choose.
Diane Kraynik, of the Richfield Times, requested information on the amount of
grant funding that was lost due to the separation action. Ms. Gilmore will be
able to provide the figures.
Motion to adjourn made at 5:07 by Ms. Cica-Mraz, seconded by Ms. Gilmore, and
received unanimous approval of those in attendance.
