RICHFIELD TOWNSHIP BOARD OF TRUSTEES
APRIL 15, 2004
The regular meeting of the Richfield Township Board of Trustees was opened at
7:04 p.m. on April 15, 2004 with the following in attendance:
Shano Cica-Mraz, Trustee Chairperson
Laurie Peters Gilmore, Trustee Vice-Chairperson
David Wyatt, Trustee
Laurie Pinney, Clerk
Linda Bowmer, Township Administrator
John Slagter, Township Legal Counsel
Following the Pledge of Allegiance, a motion was made by Ms. Gilmore and
seconded by Ms. Cica-Mraz to approve warrant report items 10483 to 10506. The
motion passed with unanimous approval.
The clerk report was provided by Laurie Pinney. The Auditors are done with their
work at the township office. They will be providing a final report in several
weeks.
Ms. Gilmore provided the road report. The first round of brush chipping will
begin on May 10. Limbs may be up to 4” in diameter and 8’ long. A motion was
made by Ms. Gilmore and seconded by Ms. Cica-Mraz to hire Chris Eastwood, on an
as-needed basis, at a rate of $15 per hour for a minimum of three days and a
maximum of two weeks. The motion passed with unanimous approval.
Ms. Bowmer provided the Administration report. Adelphia has invited township
officials to attend a meeting on the state of Adelphia, scheduled for April 20.
Mr. Wyatt and Ms. Bowmer will attend on behalf of the township. An invoice
submitted by Cleveland Water has now been corrected to reflect an accurate count
of hydrants in the township. Ohio State University has requested completion of a
questionnaire regarding NPDES requirements. Laurie Pinney will complete the
survey on behalf of the township.
Old Business – an update on the status of the fire contract was provided.
New Business – Ms. Cica-Mraz provided a history of the LI-O district and
regulation updates and the current status of the JEDD discussions.
Citizens’ Forum – Frank Gindraw, of 4280 Oviatt Road asked for clarification of
the word “temporary” in the consent judgment entry language, and asked whether
township representatives have met with Medina County engineers regarding
Secluded Highlands. The trustees will likely attend a joint meeting with the
Hinckley Township Trustees in mid May. Rick Tomon, of 4212 Oviatt has read about
possible extension of Oviatt Road and wondered what was the reason the extension
was being considered. Diane Kraynik of the Richfield Times mentioned that the
trustees used to announce and close road one time every year. The trustees will
ask the Summit County Prosecutor for an opinion and will put the Oviatt Road/
Rising Valley Park Drive on the agenda for discussion at the second meeting in
May.
Announcements – The Project Pride clean-up day is scheduled for April 24 –
thanks to the news media for publicizing the event and to the residents who have
already volunteered.
Motion was made by Ms. Cica-Mraz and seconded by Mr. Wyatt to go into
executive session to discuss amendment to judgment entry. Motion passed with
unanimous approval.
Motion to go out of executive session and to adjourn was made at 9:05 p.m. by
Ms. Cica-Mraz, seconded by Ms. Gilmore and received unanimous approval.
