RICHFIELD TOWNSHIP BOARD OF TRUSTEES
APRIL 1, 2004
The regular meeting of the Richfield Township Board of Trustees was opened at
7:08 p.m. on April 1, 2004 with the following in attendance:

Laurie Peters Gilmore, Trustee Vice-Chairperson
David Wyatt, Trustee
Laurie Pinney, Clerk
Linda Bowmer, Township Administrator
Following the Pledge of Allegiance, a motion was made by Ms. Cica-Mraz and
seconded by Ms. Gilmore to approve the minutes of February 26, 2004. The motion
passed with unanimous approval.
A motion was made by Ms. Cica-Mraz and seconded by Ms. Gilmore to approve
warrant report items 10433 to 10482. The motion passed with unanimous approval.
A motion was made by Mr. Wyatt and seconded by Ms. Cica-Mraz to adopt the
Permanent Appropriations, as amended. The motion passed with unanimous approval.
A motion was made by Ms. Cica-Mraz and seconded by Mr. Wyatt to allocate
spending within the legal fund 01-A-10 as follows: General $30,000; JEDD
$15,000; Pavlovic $5,000; Glencairn $5,000; Township/Village Separation $1,000;
Allega/JJJ Properties $5,000; Briarwood $5,000. The motion passed with unanimous
approval.
Police Chief Dale Canter provided the police department report. In March, there
were 359 service calls, of which 83 (23%) were in the township. The DARE
graduation will be held on May 5, 2004 at Bath Elementary for the 5th graders at
1:00 p.m. The department has become a member of the Metro Swat Unit. Paul
Pfister has met all requirements and has been selected as team member. Three new
police cars have been purchased and are in the process of being equipped.
Fire Chief Joe Stopak provided the fire department report. Statistics for March
are still being compiled and will be provided to the township when ready. The
department has applied for several grants, including federal, state and EMS
grants. Two paramedics were needed for SWAT training.
Zoning Inspector Laurie Pinney provided the zoning report. The BZA has resolved
Case 510-03, which was the application for the Briarwood Estates subdivision.
The variances were denied. The Zoning Commission is working on the Comprehensive
Plan, and would like to involve the Village of Richfield in the planning
process. Summit County is working on a countywide comprehensive plan this year.
The Road report was provided by Ms. Gilmore. We are hopefully past the snow
season. The road crew is looking at some culvert work on Newton Road. A
motion was made by Ms. Gilmore and seconded by Ms. Cica-Mraz to approve the
purchase of a chipper box, at a price not to exceed $2,100. Tom Hooper, of
Brush Road will be building the box to the specifications provided by Jerry
Schall, Road Foreman. The motion passed with unanimous approval.
Administration – A motion was made by Ms. Cica-Mraz and seconded by Ms.
Gilmore to continue the medical coverage for former Clerk Mark Uhrich at his
cost, to allow for a total coverage period of eighteen months, beginning on
August 13, 2003. The motion passed with unanimous approval.
Ms. Cica-Mraz will be participating in a future meeting with Hinckley Township
officials to discuss Rising Valley Park issues. A reminder was issued that April
24 will be the Project Pride day to help clean up Richfield and Bath.
Citizens’ Forum – Bobbie Beshara, of 4268 West Streetsboro mentioned that the
streets and highways committee would be addressing the Village Council at their
meeting on April 6 at 7:15 p.m. regarding the proposed traffic light at Columbia
and Brecksville Roads. Tom Sadar, of 5044 West Streetsboro questioned the
Permanent Appropriations for Fund 10, which is the fire district fund, and
wondered if the appropriated amount corresponded to the amount the Village was
requesting for the contract renewal. The answer is no, this is simply the amount
we have earmarked as being available.
Motion was made by Ms. Cica-Mraz and seconded by Ms. Gilmore to go into
executive session to discuss modification of a consent judgment entry. Motion
passed with unanimous approval.
Motion was made by Ms. Cica-Mraz and seconded by Mr. Wyatt to go out of
executive session and adjourn. Motion passed with unanimous approval.
