RICHFIELD TOWNSHIP BOARD OF TRUSTEES
August 5, 2004
The regularly scheduled Richfield Township Trustee Meeting was called to order
at 7:10 p.m. on August 5, 2004.

Four attendees
Motion made by Ms. Gilmore and seconded by Ms. Cica-Mraz to accept the
minutes of July 15 & July 27, 2004. Motion passed by unanimous approval.
Motion to accept warrant report items 10701 - 10711 made by Ms. Gilmore and
seconded by Ms. Cica-Mraz. Motion passed by unanimous approval
Clerk Report provided by Ms. Pinney – adjustments to the approved level of
spending for legal council were required and approved as follows: A motion
was made by Ms. Cica-Mraz and seconded by Ms. Gilmore to approve additional
spending on the JEDD in the amount of $15,000; Separation $2000; Allega/JJJ
$2000; Employment Issues $1000 and Park & Recreation Issues $2000. The motion
passed by unanimous approval. Blanket certificates will be opened for each
of these items. Funds are available in the Zoning Fund 13, which has not had a
permanent appropriation approved this year to date. A motion was made by Mr.
Wyatt and seconded by Ms. Cica-Mraz for appropriation of $21,505 to Zoning Fund
13. Motion passed by unanimous approval.
Police Report provided by Mr. Canter – The Senior Center has placed a recycling
bin behind the Town Hall Building and will receive $15 per ton for paper.
Richfield Day at the Akron Aeros is August 22 and tickets are available for half
price ($5) at the Village office, or from any police officer. Safety Town has
recently graduated two classes of students who are ready to enter kindergarten
this Fall. President Bush made another trip through Richfield on Saturday, July
31 on his way to Canton and was safely escorted through the area.
Fire Report provided by Mr. Stopak – The Sweet Corn Ride was a success, with
only a few minor injuries. There was a problem with opening the gate at Rising
Valley Park that day, since someone had placed an additional lock on the gate,
but the lock was cut off and the ride was able to continue on its planned
course. Community Day weekend is scheduled for August 6-8 and there will be
units on the grounds as well as the regular three-person staff inside the
department.
Zoning Report provided by Ms. Pinney – The Board of Zoning Appeals is scheduled
for August 16 and the Zoning Commission for August 12. Laura DeYoung, of
EnviroScience was scheduled to speak on Environmental Zoning Tools at the Zoning
Commission meeting, but will be re-scheduled to a later date. Board members and
officials from Richfield Township and the Village of Richfield will be invited
to attend.
Road Report provided by Mr. Wyatt – The Newton Road culvert project was
completed today. The original estimate of $13,000 was reduced by $4600, since
portions of the original structure were in good shape and were able to be
utilized. Road Foremen Jerry Schall and his crew are commended for an excellent
job on this project.
Administration Report provided by Ms. Bowmer – the Community Development Block
Grants (CDBG) were submitted last Friday, July 30. Applications were made for
funding senior snowplow, healthwatch, and septic programs and we are hopeful
that we will receive awards for these programs. The trash-pickup-delayed signs
will be ordered after looking at a mock-up version and about ten signs will be
ordered for placement in the township & village.
New Business – The township will advertise for zoning board applicants in
September and the Trustees plan on making appointments by the end of September
to allow new appointees to attend a zoning conference in October and to attend
board meetings before taking their positions in January. Resolution #08-2004,
allowing the township to make a grant application was presented and discussed.
Motion made by Ms. Cica-Mraz & seconded by Mr. Wyatt to accept Resolution
#08-2004, permitting the grant application for funds from the Clean Ohio
Conservation Fund for the acquisition and preservation of real property in
Richfield Township. Motion passed by unanimous approval.
Citizen’s Forum: Tom Sadar, of 5044 W. Streetsboro Road, had a question
regarding the timeline and division of tax income for the proposed JEDD.
Motion made by Ms. Cica-Mraz to go into executive session to discuss pending
legal issues with John Slagter, township legal counsel. Motion seconded by Mr.
Wyatt and received unanimous approval.
Motion to go out of executive session made by Ms. Cica-Mraz, seconded by Mr.
Wyatt and received unanimous approval.
Motion to approve spending up to the amount of $1500 for representation of the
township in a zoning issue regarding the John Deere facility at 3072 W.
Streetsboro Road was made by Ms. Cica-Mraz, seconded by Mr. Wyatt and received
unanimous approval.
Motion to adjourn made at 9:00 p.m. by Ms. Cica-Mraz and seconded by Mr. Wyatt.
