TOWNSHIP TRUSTEE WORK SESSION
DECEMBER 9, 2004
The Richfield Township work session was called to order at 7.03pm on December 9,
2004.
Roll call: Trustees present: Shano Cica-Mraz, David Wyatt and Laurie Gilmore
Township Administrator: Linda Bowmer and Zoning Inspector: Laurie Pinney
In the absence of the Clerk, Ms. Bowmer took the minutes. Mike Lyons, Mayor of
the Village, joined the trustees to answer residents’ questions. The purpose of
the meeting was to update current residents on developments to the proposed
subdivision and to receive input from both township and village residents
directly affected by the proposed development. Approximately 45 residents
attended from the surrounding Briarwood area.
Mr. Wyatt gave some historical background to this property. The 1983 consent
judgment entry allowed for 280 single and multifamily units. Laurie Pinney
reported that in August 2004 the developers submitted a plan that met the
requirements of the 1983 judgment entry and a plan for 248 units was approved.
Ms. Cica-Mraz then explained that the developer had suggested round-table
discussions with the township, village and Summit County agencies to exchange
ideas and try to find a compromise development plan that was acceptable to
everyone. If a compromise were found, it would require an amended judgment
entry. Copies of both the plan approved by the township earlier this year and
the proposed compromise plan were displayed for residents to see.
At the last work session hosted by the village, the top 5 concerns expressed by
residents who attended were (in no particular order): (1) buffer zone around the
whole development, (2) safety/traffic issues, (3) senior housing, (4) lower
density and (5)water/sewer issues. Ms Mraz asked residents to express their
concerns, taking comments from each segment of the development separately.
‘Upper’Burrwood – located in the township
· Would like public water and sewer - without assessments
· Make Burrwood a cul-de-sac with only 2 new houses at the end of the cul de sac
– leave as many trees as possible for sound buffer
· Lower the density in main area of development
· Would like senior housing
· Would like minimum size/value for homes
Burrwood – located in the village
· Would like public water and sewer
· Worried about noise from the highway
· Want sidewalks
· Concerned about construction traffic
· Concerned about overall traffic/safety issues
Scanwood – located in the village
· Would like public water and sewer – opposed to assessments
· Traffic – would like to see the road entrance moved
· Reduce density for total development
· Leave buffer of trees along the road
Briarwood, Whitethorn & Twig – located in the township
· Want to retain 2 acre lots that abut new development
· Multifamily OK – locate over toward 77, might act as sound barrier
· Want larger single family lots – more green area
· Concerned about access road onto Whitethorn – too much traffic for size of
road
· Want to piggyback onto public water & sewer but don’t want assessments
· Concerned about traffic/safety issues – site line for pulling out of Briarwood
onto Route 303
Sawbridge, including the condos– located in the village
· Discussion of moving the entrance road for the development to land presently
owned by the condo association – the two parties have yet to make contact
· Want public water and sewer - opposed to assessments
· Concerned about construction traffic
· Concerned about level of traffic and access to units
· Concern about signs, landscaping for development – land the condo association
owns on Route 303
Ms. Mraz made a motion to adjourn the work session at 10.30pm, seconded by
Mr. Wyatt, motion carried unanimously.
