Richfield Township Board of Trustees
February 19, 2004

The regular meeting of the Richfield Township Board of Trustees was called to order at 7:05 p.m. on February 19, 2004 with the following in attendance:

Laurie Peters Gilmore, Trustee Vice Chairperson
David Wyatt, Trustee
Laurie Pinney, Clerk
Linda Bowmer, Township Administrator

Motion was made by Ms. Cica-Mraz and seconded by Ms. Gilmore to approve the minutes of February 5, 2004. Motion passed unanimously.

Motion was made by Ms. Cica-Mraz and seconded by Ms. Gilmore to approve the warrant report, items 10374 through 10399. Motion passed unanimously.

The clerk report was provided by Ms. Pinney, who gave an update on the ongoing audit. A motion was made by Ms. Cica-Mraz and seconded by Mr. Wyatt to approve spending up to the amount of $1000 to hire Don Titko of Com Tech to provide assistance to the Clerk for training and computer updates. Motion received unanimous approval.

Dale Canter, Richfield Police Chief, provided the police report. The annual report will be ready by the second Trustees meeting in March. A new police dog has been obtained to replace the police dog recently killed in an accident.

Ms. Pinney provided the zoning report and updated the Trustees on the status of the Ohio Turnpike Commission injunction hearing and the BZA application for the proposed Briarwood Estates subdivision.

Ms. Gilmore provided the road report. The township has an adequate supply of salt and all of the equipment has been maintained in working order.

Ms. Bowmer provided the administration report and gave information on the Summit County Gas Aggregation Program. Rising Valley Park has requested Richfield Township to provide $12,500 from the Hershel Hunt fund for park improvements. Motion made by Ms. Cica-Mraz and seconded by Ms. Gilmore to approve issuance of funds to Rising Valley Park in the amount of $12,500 from the Hershel Hunt bequest fund and $6,000 for operating expenses from the general fund. Motion passed by unanimous approval.

Bob Hasenyager, of the Summit County General Health District gave the Trustees an update on the proposed HSTS Plan. Residents should contact the Summit County General Health District if they are interested in participating in a focus group to discuss the proposed HSTS Plan. A link to the District is provided on the Richfield Township web site.

Wayne Finnemore, Vice President of J & J Refuse, addressed the Trustees regarding J & J’s request to increase the trash pickup fees due to an unexpected increase in the tipping fees imposed by Summit County. Motion made by Ms. Gilmore and seconded by Ms. Cica-Mraz to approve an increase in the contract of $.25 per household per month for the balance of the contract, provided that Richfield Village also approves the same increase. Motion passed by unanimous approval.

Announcements: The Richfield Baseball League will be having signups on February 21 and March 6 from 12:00 to 2:30 p.m. at the Fire Station.

Citizens Forum:

Tom Sadar, of 5044 W. Streetsboro, inquired about the possible fire contract increase and how it would impact township finances. Ms. Cica-Mraz responded that the township has not yet entered into formal negotiations and it is too early to tell how the contract will come out.

Jeff Shupe, of 4409 Black Road and Ralph Schneider, of 5276 Black Road, had questions regarding a new development located at Black, Dewey and Columbia Roads.

Ken Bennett had a question about the possible expansion of Fed Ex into the township.

Motion to adjourn at 9:50 p.m. made by Ms. Cica-Mraz, seconded by Ms. Gilmore, and received unanimous approval.
