Richfield Township Board of Trustees
January 15, 2004

The Richfield Township Trustee Meeting was called to order at 6:35pm on January 15, 2004.

Roll call: Trustees present: Shano Cica-Mraz, David Wyatt & Laurie Gilmore
Township Administrator: Linda Bowmer

Ms. Mraz made a motion to enter into executive session at 6:40 pm to interview a candidate, Michael Fremon, for one of the zoning boards, seconded by Ms. Gilmore; Ms. Mraz – Yes, Mr. Wyatt – Yes; Ms Gilmore – Yes; motion carried unanimously.

Ms.. Mraz made a motion to end the executive session at 7:35 pm, seconded by Mr. Wyatt; Ms. Mraz – Yes, Mr. Wyatt – Yes, Ms Gilmore; motion carried unanimously.

Clerk Laurie Pinney, who had joined the meeting during the executive session, took over taking minutes.

Motion made by Ms. Gilmore, seconded by Mr. Wyatt to table minutes of January 2, 2004 and January 8, 2004 to allow for further review. Motion passed by unanimous approval.

Motion to approve warrant report, items 10303 to 10327, made by Ms. Gilmore, seconded by Ms. Cica-Mraz and received unanimous approval.

Motion made by Ms. Gilmore, seconded by Mr. Wyatt to increase temporary appropriations in 09-A-10 and 10-A-11A as necessary to allow payment of current obligations. Motion received unanimous approval.

Ms. Bowmer provided the administration report. Burnham & Flower have provided a copy of a cafeteria/ cash-in-lieu plan for employee benefits. The Trustees can review and discuss it at the next regular meeting. The website has been updated, with the zoning resolution on pdf and updated contact information; additionally we are coordinating with the Village recreation department to get their information on the township website.

Ms. Gilmore provided the road report. The service department has put in a lot of overtime, but they have done a good job of keeping up with the plowing and salting of township roads.

Ms. Pinney provided the zoning report. The owner of a home on Boston Mills Road has been notified of condemnation by the Summit County Department of Building Standards, following a fire on December 31, 2003 and after having been vacant for a number of years. A property owner on Boston Road, who has a court order to correct violations on the property, has not followed the stipulations of the court order and legal counsel has been contacted to take steps to bring the property into compliance. The Summit County Engineer’s Office has sent a bill in the amount of fourteen dollars to cover Richfield Township’s portion of the Summit County joint-community application for EPA NPDES Phase II permits. If Richfield Township had applied independently, instead of joining the community effort, the application fee would have been ten thousand dollars.

In New Business, J & J has contacted the township about raising the price per residence by approximately twenty-five cents per month, due to increased tipping fees. They will come to a future meeting to discuss the matter. Ms. Cica-Mraz discussed the possible formation of a JEDD to assist in the development of property in the LI-O Light Industrial-Office District. A motion was made by Ms. Cica-Mraz and seconded by Mr. Wyatt to hire special legal counsel to develop and negotiate potential JEDD, for an amount not to exceed twenty thousand dollars. Motion passed by unanimous approval.

Joe Verdeber, a resident of Glencairn Forest and the President of the Glencoe Homeowners Association spoke to the trustees and informed him that he had only recently been made aware that the township was not planning to continue salting and plowing Glencoe Road. He asked that the plowing and salting be continued until such time that arrangements can be made to have it taken over by a private contractor. The trustees agreed to finish out this winter season, but would expect the homeowners to take over full responsibility by next Winter.

A motion was made by Ms. Cica-Mraz and seconded by Ms. Gilmore to make the following Board appointments for 2004: Rising Valley Park Board, Steve Nagy, term expiring December 31, 2006; Board of Zoning Appeals, Michael Fremon, term expiring December 31, 2008; alternates Bob Stone and Bob Minchak, terms expiring December 31, 2004; Zoning Commission, Claudia Gindraw, term expiring December 31, 2008; Mark Salopek, term expiring December 31, 2005; Alternates Jeff Shupe and Gene Culp, terms expiring December 31, 2004. The motion received unanimous approval.

Citizens Forum

Motion made by Ms. Gilmore, seconded by Ms. Cica-Mraz to go into executive session to discuss pending litigation. Motion received unanimous approval.

Motion made to go out of executive session and to adjourn, made at 9:00 p.m. by Mr. Wyatt, seconded by Ms. Gilmore and received unanimous approval.
