March 4, 2004
The regular meeting of the Richfield Township Board of Trustees was opened at 7:05 p.m. on March 4, 2004 with the following in attendance:

Following the Pledge of Allegiance, a motion was made by Ms. Gilmore and seconded by Ms. Cica-Mraz to approve the minutes of February 19, 2004, as amended. The motion passed with unanimous approval.
Ms. Pinney provided the Clerk report. A motion was made by Ms. Cica-Mraz and seconded by Mr. Wyatt to approve warrant report items 10400 to 10431, with item 10421 voided. The motion passed with unanimous approval. A motion was made by Ms. Cica-Mraz and seconded by Ms. Gilmore to approve spending in the amount of up to $9200 for audit expenses. The motion passed with unanimous approval.
Ms. Pinney provided the Zoning report. Richfield Township’s portion of the Summit County Consortium’s NPDES report submission has been prepared and a copy is available for review in the township office. A motion was made by Ms. Cica-Mraz and seconded by Ms. Gilmore to approve the Richfield Township NPDES submission. The motion passed with unanimous approval.
Mr. Canter provided the Police Department report. The Richfield jail has recently passed all county and state inspections. In February, there were a total of 350 calls, with 63 or 18% being within the township. A breakdown of the 63 calls was provided. The annual report will be provided at the next meeting.
Mr. Stopak provided the Fire Department report. In February, there were a total of 65 fire and EMS calls, with 13 fire and 37 EMS calls in the village and 2 fire and 9 EMS calls in the township, in addition to 1 HAZMAT and 3 mutual aid calls.
Ms. Gilmore provided the Road report. For the brush-chipping program, the township is considering having three dates this year, on each in the spring, summer and fall. The Rising Valley Park Board has submitted a request for the Trustees to look into improving Oviatt Road, to eliminate the use of the Rising Valley Park driveway as a through road.
Ms. Bowmer provided the Administration report. The Summit County Health Department will be holding focus group sessions to discuss the septic inspection program proposal. Dates & times for the groups will be posted on the township website. House Bill 278 is now in the senate and the Trustees may want to consider sending a letter or passing a resolution opposing the bill. The Richfield Senior Center has inquired about the township offering certain programs and the possibility of obtaining CDBG funds will be looked into. There is a township resident that would like to be on the Healthwatch program but does not meet the income requirements. Ms. Bowmer suggested that the township offer the service to the resident at cost and invoice the resident for the cost. A motion was made by Ms. Gilmore and seconded by Ms. Cica-Mraz to allow the township to provide the Healthwatch program to residents who do not qualify for grant funding and will bill the residents for the cost of the program. The motion passed with unanimous approval. Ms. Bowmer notified the Trustees that Jan Buzzelli has been called for jury duty. A motion was made by Ms. Cica-Mraz and seconded by Ms. Gilmore to substitute hours served on jury duty as hours worked at the township, with pay, and to allow Ms. Buzzelli to keep any jury duty pay received to offset the costs incurred for lunch, parking and mileage while serving on jury duty. The motion passed by unanimous approval.
Announcements: Nick Kostandaras is running for Summit County Council and addressed the Trustees and audience regarding several issues, including the proposed home sewage treatment system program, NPDES and HB 278.
Citizens Forum: Frank Gindraw, of 4280 Oviatt Road would like to thank the Trustees for the consideration of extending Oviatt Road and encouraged this as an alternative to correct the issues with the Rising Valley Park driveway. Ken Bennett, of 5750 Hecker Drive wanted to correct a statement made by Chief Canter, that there was once a bank in Richfield.
Motion to adjourn was made at 8:25 p.m. by Ms. Gilmore, seconded by Ms. Cica-Mraz and received unanimous approval.
