RICHFIELD TOWNSHIP BOARD OF TRUSTEES
May 4, 2004
A special meeting of the Richfield Township Board of Trustees was opened at 2:43
p.m. on May 4, 2004 with the following in attendance:
Shano Cica-Mraz, Trustee Chairperson
Laurie Peters Gilmore, Trustee Vice-Chairperson
David Wyatt, Trustee
Laurie Pinney, Clerk
Linda Bowmer, Township Administrator
A motion was made by Ms. Cica-Mraz and seconded by Mr. Wyatt to approve the
minutes of April 1, 2004. The motion passed with unanimous approval.
A motion was made by Ms. Cica-Mraz and seconded by Mr. Wyatt to approve the
minutes of April 15, 2004. The motion passed with unanimous approval.
A motion was made by Ms. Cica-Mraz and seconded by Mr. Wyatt to approve the
minutes of April 19, 2004. The motion passed with unanimous approval.
Clerk report – None
Ms. Pinney provided the Zoning report. The Ohio Turnpike Permanent Injunction
hearing is scheduled for tomorrow, May 5 at 9:00 a.m. The Board of Zoning
Appeals has four cases on its agenda for the next meeting on May 17, 2004, 7:00
p.m. The Zoning Commission is scheduled to meet next on May 13, 2004, 6:30 p.m.
and is continuing work on the comprehensive plan.
Ms. Gilmore provided the Road report. The flyers for brush chipping went out in
the Richfield Times. The first week this season is the week of May 10th. Brush
must be out by Monday of each chipping week. The hazardous waste collection for
both the township and Richfield Village will be held on May 21 from 9:00 to
11:00 a.m. at the 2nd Village Service Department at 3921 Brecksville Road. You
will be asked to fill out a form describing the type of hazardous waste you are
dropping off.
Ms. Bowmer provided the Administration report. The County of Summit Engineer’s
Dinner is scheduled for May 18. Ms. Bowmer will respond for Richfield Township
attendance. Sprint has contacted the township office regarding drainage issues
on their Boston Mills Road tower site. Mr. Wyatt has been working with Sprint
representatives to find a solution to the problem. The Health Department has
provided a revised issue of its proposed septic inspection program. They will be
holding a discussion forum – information is available on the township website.
The Board of Health will vote on the proposal on June 10 and the plan will then
go to Summit County Council for their review and approval. The Road Department
personnel will be at Hillcrest Primary School this week for the Careers on
Wheels Day. They will be taking out some of the trucks and large equipment for
the first graders to view. Ms. Bowmer and Mr. Wyatt have met recently with
Wichert Insurance to update the township insurance policy. Mr. Wyatt made a
motion, seconded by Ms. Gilmore, that the township accept the policy proposed by
Wichert. The motion passed by unanimous approval.
Richfield Village is looking into forming an advisory committee to inventory &
assess vacant land in Richfield Village. They would like the township to do the
same with township vacant property. Ms. Cica-Mraz & Tom Johnson, Chairman of the
Richfield Township Zoning Commission were recommended as possible interested
candidates for the committee.
On May 6, 2004, 4:00 p.m., there will be a joint meeting with Richfield Village
Council for a special work session to discuss the JEDD.
The Board recessed at 3:55 for a ten-minute break and resumed at 4:05 beginning
discussion of the Fire Contract the township is negotiating with Richfield
Village. A motion was made by Ms. Gilmore and seconded by Mr. Wyatt to
approve the fire contract as amended by discussion during the meeting. The
motion passed by unanimous approval.
Citizen’s Forum
Stacy Sadar, of 5044 W. Streetsboro, asked if any consideration had been made to
bid contract out to other municipalities. Ms. Cica-Mraz responded that they
considered other options, but felt that location of the Richfield Village Fire
Department offered a unique advantage in providing service.
Motion to adjourn made at 5:17 by Mr. Wyatt, seconded by Ms. Cica-Mraz and
received unanimous approval.
