RICHFIELD TOWNSHIP TRUSTEE MEETING
OCTOBER 7, 2004
The Richfield Township Trustee Meeting was called to order at 7.05pm on October
7, 2004.
Roll call: Trustees present: Shano Cica-Mraz, David Wyatt and Laurie Gilmore
Township Administrator: Linda Bowmer
In the absence of the Clerk, Ms. Bowmer took the minutes. A motion to approve
the minutes from the September 2, 2004 trustee meeting was made by Ms. Gilmore,
seconded by Ms. Mraz and unanimously approved. A motion to approve warrant
report 10784 through 10835 was made by Ms. Gilmore, seconded by Ms. Mraz and
unanimously approved.
Police Chief Canter reported a total of 318 calls total last month, 18% from the
Township. All officers on the force have successfully passed the state mandated
firearms testing. The police department, working with Elegant Dentistry, is
sponsoring a dental identification program to help protect kids. Children bite
on a u-shaped wafer leaving an imprint of their teeth and a sample of their DNA.
It is recommended that children are taken at ages 3, 7 and 13. The police will
assume all expenses associated with this program. Chief Canter asked residents
to remember their ongoing program of collecting clothing, toys and domestic
items for the battered women’s’ shelter in Akron. For the next several weeks
they are also working with the YWCA Akron to collect new clothing for rape
victims. County Ordinance 549.08 stating a firearm cannot be discharge within
100 yards of an inhabited dwelling was discussed and Ms. Bowmer will see that
the police have copies for reference.
Fire Chief Stopak reported fire and EMS calls were down last month with a total
of 79 calls, 6 township fires and 11 township rescues. The pumper truck was
taken to the school to familiarize the kindergarten children with the fire
department and the department is sponsoring a coloring contest during fire
prevention week to stress fire safety. There was discussion of the 21-year-old
pumper truck and its possible replacement. Chief Stopak felt this would be his
priority as far as equipment. Mr. Wyatt asked Chief Stopak about reclaiming fees
for EMS calls. At this time the department is not billing residents. Both the
Chief and the trustees felt that insurance companies of anyone using EMS could
be billed. However it would be important to educate the public so they
understood they would not be double paying and the department would have the
right to waive the fee if a resident did not have insurance.
Road Report – The tire recycle drive will be held in Richfield behind Town Hall
on Saturday, October 09, 2004, from 9.00am-1.00pm. Proof of residency is
required, $1/per tire and a limit of 10 tires. The 3rd and final chipping of the
year is scheduled for the second week of October. Residents are asked to have
any chipping at the tree lawn on Monday, October 11th.
Zoning – The next Zoning Commission is scheduled for Thursday, October 14th. The
next BZA is on Monday, October 18th – no new cases and 2 cases continued from
last month.
Administration – Even though Columbus Day is a federal holiday, J&J will be
collecting trash on a normal schedule. The signed Memorandum of Understanding
for the JEDD has been received from the Village. Ms. Mraz asked Ms. Bowmer is
send copies to various county executives in anticipation of the meeting with
Cleveland Water. The flu vaccine is in short supply this year and the Summit
Health Department may not now be coming to Richfield on November 16th as
scheduled. The Health Department may limit distribution to make sure those that
need the vaccine get it first. Residents are advised to check with our office; a
decision should be made within the next 2 weeks. Arlene Pepera has submitted an
application for consideration as an alternate member of the Zoning Commission.
A motion to appoint Mrs. Pepera to a one-year term as alternate to the Zoning
Commission was made by Ms Mraz, seconded by Mr. Wyatt, and approved unanimously.
Ms Gilmore submitted Resolution #10-2004 accepting the amounts and rates as
determined by the Budget Commission and authorizing the necessary tax levies and
certifying them to the county fiscal officer. The Resolution was seconded by Ms
Mraz and unanimously adopted.
Chief Canter asked residents to remember the recycle bin at the back of Town
Hall for paper and magazines. This program supports the Senior Center and is
proving very successful.
Ms. Mraz made a motion to adjourn the meeting at 7.40 pm, seconded by Mr.
Wyatt; motion carried unanimously.
