Richfield Township Trustees
September 2, 2004

The Richfield Township Board of Trustees opened their regular meeting at 7:04 p.m. on September 2, 2004 with the following in attendance:

Eight residents

Motion made by Ms. Gilmore and seconded by Ms. Cica-Mraz to approve the minutes of August 5, 2005. Motion passed with unanimous approval.

Motion to approve warrant items 10712 – 10783 made by Ms. Gilmore, seconded by Ms. Cica-Mraz and received unanimous approval.

The Clerk report was provided by Ms. Pinney. The appropriations status reports are printed and made available to the Trustees a minimum of once every two weeks, when payroll and other payables are prepared. These reports are available for public review during regular office hours. Other financial reports are printed on a monthly, quarterly or annual basis and are also available for review upon request.

The Zoning report was provided by Ms. Pinney. The Ohio Turnpike Commission prevailed in court on the permanent injunction request. The recently constructed salt dome on Boston Mills Road will be permitted to stay, in spite of the fact that it is not in compliance with zoning regulations. The township recently hosted a presentation by Laura DeYoung of EnviroScience on environmental zoning techniques. The session was well attended by Richfield Township and Village of Richfield representatives.

The Administration report was provided by Ms. Bowmer. Ms. Bowmer requested that the Trustees approve a three-day compassionate leave as specified in the township employee manual, due to a recent death in the family. A motion was to allow the leave was made by Mr. Wyatt, seconded by Ms. Cica-Mraz and received unanimous approval. Letters have been sent to all recipients of last year’s senior snowplow program, advising them of requirements to participate in this year’s program, which is now income based, due to federal funding requirements. The participant application fee is thirty dollars for the season. Applications are being accepted for the zoning boards for the 2005 year. The deadline for application is September 17 and appointments are expected to be made by October 1. The County of Summit Engineer will be attending the next regular trustees meeting.

The Road report was provided by Ms. Gilmore. The road crew has just finished ditching on Hecker & Stubbins Roads this week. They have contacted the Village of Peninsula to inquire about renting leaf collection equipment at a rate of $100 per day. Motion was made by Ms. Gilmore and seconded by Ms. Cica-Mraz to allow the crew to rent leaf collection equipment on an as-needed basis for a rate of up to $100 per day. The motion passed with unanimous approval. A notice was received that the Cuyahoga Valley National Park has funds available for repair of roads within its boundaries. The township has received these funds in the past for Scobie Road. Jerry Schall will review the notice and submit an application.

The Village of Richfield Police and Fire Chiefs were not in attendance at this meeting, so the monthly reports will be provided at the first regular meeting in October.

In new business, Grant Yoakum, of Buckingham, Doolittle & Burroughs, LLP discussed the status of the proposed JEDD for the Light Industrial-Office District. A motion was made by Ms. Cica-Mraz and seconded by Mr. Wyatt to accept Resolution 09-2004 to execute a memorandum of understanding with the Village of Richfield regarding certain terms for a proposed JEDD agreement. The motion passed with unanimous approval.

Announcements: Nick Kostandaras, candidate for Summit County Council addressed the Board & audience. Robin Patton addressed the Board regarding her position with Ohio Edison, which she has taken over from Chris Menarik.

Motion was made at 7:40 by Ms. Cica-Mraz and seconded by Mr. Wyatt to adjourn. The motion passed with unanimous approval.
