The Richfield Township Board of Trustees opened their regular meeting at
7:04 p.m. on April 21, 2005 with the following in attendance:
Laurie Peters Gilmore, Trustee Chairperson
David Wyatt, Trustee Vice Chairperson
Shano Cica-Mraz, Trustee
Laurie Pinney, Clerk
Linda Bowmer, Township Administrator
Two residents
A motion was made by Ms. Cica-Mraz and seconded by Mr. Wyatt to approve
the minutes of the April 1, 2005 work session, as amended. The motion
passed with unanimous approval.
A motion was made by Ms. Gilmore and seconded by Mr. Wyatt to approve
the minutes of the April 7, 2005 regular meeting, as amended. The motion
passed with unanimous approval, with Ms. Cica-Mraz abstaining.
A motion was made by Ms. Gilmore and seconded by Ms. Cica-Mraz to
approve warrant report items 11175 to 11240. The motion passed with
unanimous approval.
The quarterly Clerk’s report was provided by Ms. Pinney. Copies of the
first quarter, 2005 cash summary by fund and payroll summary reports were
provided to each of the trustees. One copy of a more comprehensive
quarterly report is available for public review in the township office, as
are all of the monthly reports.
The Zoning report was provided by Ms. Pinney. A summary of BZA cases 528 &
529 was provided and ongoing violations on Alger Road and in the LI-O
district were discussed.
The Administration report was provided by Ms. Bowmer. Project Pride will
be held this Saturday, 4/ 23 from 9:00 a.m. to 12:00 p.m. The organizers
are trying to get more businesses signed up to participate. A proposed
youth council may be approaching the township for funding support for a
part-time staffer. The first week of brush chipping will be May 9th – the
township is receiving many calls about the program. There is snow forecast
for this weekend and the Road Department has gotten one truck ready again
for plowing and salting. The County of Summit Engineer annual dinner is
scheduled for May 3. There will be an air drop of rabies vaccination
pellets on May 26 and 27 to combat rabies outbreaks in the raccoon
population. Residents finding pellets that have drifted onto their
property should place them in an uninhabited area or dispose of them in
the trash.
The Road report was provided by Ms. Gilmore. The township may have an
opportunity to purchase a leaf vacuum at auction. Mr. Wyatt and Road
Foreman Jerry Schall will go to an auction preview to inspect the
equipment. A motion was made by Mr. Wyatt and seconded by Ms. Gilmore
to authorize a bid of up to $8500 for the leaf vacuum. The motion passed
with unanimous approval. The township is anticipating approval of a
CVNP grant for the resurfacing of Scobie Road. A motion was made by Ms.
Gilmore and seconded by Mr. Wyatt to approve payment of $3150.45 to Lytle
Construction for re-surfacing of Scobie Road, provided that the grant is
awarded to cover the costs. The motion passed with unanimous approval.
A motion was made by Ms. Gilmore and seconded by Mr. Wyatt to hire Don
Rentz as a seasonal full-time road and service department employee at a
rate of $12.00 per hour. The motion passed with unanimous approval.
Mr. Rentz will start work with the township the second pay period in May.
A motion was made to increase the wage of Jon Baker from $12.00 to
$14.00 per hour, effective May 1, 2005. The motion passed with unanimous
approval.
Mr. Wyatt and Ms. Bowmer met at the Boston Mills service yard site with an
Ohio EPA representative to discuss waste disposal for the proposed modular
building addition. When a letter is issued approving the septic system and
any required variance, the township will then hire an engineer to design
the septic plan and assist with submitting the application for the Permit
to Install.
The trustees determined that they might adjust the summer meeting
schedule, depending on need.
Frank Gindraw, Chairman of the Rising Valley Park Board notified the
trustees that the gate at the park has been lowered and the safety forces
have remote controls to operate the gate. The remotes will not be
available to residents.
Announcements: Ms. Bowmer read a notice that Adelphia has reached an
agreement to sell to Comcast and Time Warner.
Citizen’s Forum: none
A motion was made at 8:00 p.m. by Ms. Gilmore to adjourn. The motion
was seconded by Ms. Cica-Mraz and received unanimous approval.
