SPECIAL TRUSTEE MEETING
APRIL 27, 2005

The Richfield Township Special Trustee Meeting was called to order at 3.40 pm on April 27, 2005.

Roll call: Trustees present: Laurie Gilmore, Shano Cica-Mraz and David Wyatt
Township Administrator Linda Bowmer and Zoning Inspector Laurie Pinney
Special Legal Counsel John Slagter

In the absence of the Clerk, Ms. Bowmer took the minutes. Ms. Gilmore made a motion to enter into executive session at 3.42 pm to discuss pending litigation, seconded by Mr. Wyatt; motion carried unanimously.

Ms. Gilmore made a motion to end the executive session at 5.00 pm, seconded by Ms. Cica-Mraz; motion carried unanimously.

Mr. Slagter advised the trustees on progress made on the JEDD. One main change is the township and village may not take any action to directly solicit a Cleveland-based business to relocate into the JEDD district without forfeiting 50% of the net income tax revenue generated by the relocated Cleveland business for 10 years. The township is also required to provide notice to Cleveland if a Cleveland-based company makes contact with the Township inquiring about relocating to the JEDD. Ms. Gilmore made a motion to reschedule the JEDD public hearing from May 19, 2005 to June 9, 2005, at 7.00 pm in the Senior Center, seconded by Mr. Wyatt; motion carried unanimously. Mr. Slagter will provide the office with a copy of the final JEDD document and the procedure/timeframe the JEDD will follow.

Ms. Cica-Mraz made a motion to appropriate $2,500 for legal fees for the possible Regina/Mount Augustine project, seconded by Ms. Gilmore; motion carried unanimously.

The completed application to redesignate real estate ownership of Rising Valley Park, which was compiled by the Cleveland Metroparks, was examined. A resolution, in a format required by the U.S. Department of the Interior, must be adopted by the township and forwarded with this application. Mr. Slagter is to review the resolution for passage at the trustee meeting on May 5th. Also at the next meeting possible standards and procedures for the new gate at the park will be discussed.

Ms. Gilmore made a motion to adjourn the meeting at 6.15 pm, seconded by Ms. Cica-Mraz; motion carried unanimously.
