Richfield Township Trustees – Special Meeting

The Richfield Township Board of Trustees opened their special meeting (replacing the regular meeting for this evening) at 1:15 p.m. on February 17, 2005 with the following in attendance:

Mayor Mike Lyons discussed of the proposed Police Contract in detail. He stated that the $420,000 amount was a compromise from Council. The twenty percent figure was talked about. He mentioned dealing with the collective bargaining that the police now offer. He also said that workers compensation and medical insurance both raised this past year. In 2004, the police spent $845,000 for regular police salaries, and $110,000 paid in overtime, or approximately 13%. The Village wishes to have yearly contracts with the Township. A motion was made by Ms. Gilmore, seconded by Mr. Wyatt, to accept the Village’s contract for police services for 2005, retroactive to January 1, 2005, at $420,000. The motion passed unanimously.

Regarding the Fire Contract, the trustees agreed to have the contract end December 31, 2005, so that both the police and fire contracts will be renewed at the beginning of each year. In 2004, the fire department paid $510,000 for regular salaries, and $44,000 for overtime, or 8.6%.

The trustees are waiting to receive bids on the modular building for the Service Department.

Mr. Wyatt will be attending Township Association meetings on the General Planning and Steering Committee.

Rising Valley Park Board mailed letters to residents by the park explaining the policy of gate usage for emergency vehicles, and that residents will not be able to purchase remotes for the gate. Signs have been ordered, and the Board is working on placing reflectors on the gate, as well as creating a turn-around on either end of the gate. Trustees have been given the Rising Valley Park Board Annual Report for 2004. The annual Snowbird Festival was held February 6, and was once again a success. Lastly, an Eagle Scout has completed creating two trails in the park, along with signage. Lastly, Ms. Fischer will contact Wichert Insurance to receive a quote and explanation for the main building at the park.

A motion was made by Mr. Wyatt and seconded by Ms. Cica-Mraz to authorize an additional disbursement of $5,000 from the Herschel Hunt Fund to the Rising Valley Park Board. The motion passed with unanimous approval.

A motion to approve warrant report 11108 to 11140, with checks 11110 & 11111 voided due to misprinting made by Ms. Gilmore, seconded by Ms. Cica-Mraz, with unanimous approval.

A motion to adjust Permanent Appropriations 14D to $1200/Total $2,124,016 & central transfer of funds $5800 from 01 General to 14D RVP Maintenance (system doesn’t allow transfer approved 2/3/05 into 14D) made by Ms. Gilmore, seconded by Ms. Cica-Mraz, with unanimous approval.

A motion to approve meeting minutes dated 1/20/2005 was made by Ms. Gilmore, seconded by Mr. Wyatt, and received unanimous approval.

A motion to approve meeting minutes dated 2/3/2005 as corrected was made by Ms. Gilmore, seconded by Mr. Wyatt, and received unanimous approval.

Because using the Senior Center is becoming difficult, the trustees agreed to hold all trustee meetings in the Richfield Township Office.

Motion was made at 2:08 p.m. by Ms. Gilmore to adjourn; seconded by Mr. Wyatt and received unanimous approval.
