The Richfield Township Board of Trustees met for a regular meeting on June 2, 2005 with the following in attendance:

Laurie Pinney, Zoning Inspector
Linda Bowmer, Township Administrator
Joe Stopak, Richfield Fire
Dale Canter, Richfield Police

A motion was made by Ms. Gilmore and seconded by Mr. Wyatt to approve the minutes of the May 19, 2005 Trustees meeting. The motion passed with unanimous approval.

Mr. Canter provided the police report. A Mercedes that had been confiscated was sold. Nine officers were recently recertified in operation of the breathalyzer equipment. The department has received an expert team award in a recent competition. The transmission went out on car #9 and it was taken out of service. The department is waiting for delivery of two new cars. Ten portable radios have been purchased, using funds gifted from the estate of Mrs. Mihalick. In May, there were 1188 total calls and 108 township calls.

Mr. Stopak provided the fire report. The May call reports will be forwarded when completed. The department is ahead of calls from the same time last year by 126 calls. New radios have been purchased, with the federal government providing $88,000 of the cost and the Village of Richfield 10% matching provided by the Mihalick estate gift. Hydrants are being flushed and residents are notified, since there can be rust or sediment in the system after flushing. The fire safety house was at Hillcrest School and between 800-900 students went through the safety program.

Ms. Pinney provided the zoning report. The Zoning Commission meeting will be rescheduled to June 23 or 30 to avoid a conflict with the JEDD hearing scheduled for June 9. A motion was made by Ms. Gilmore and seconded by Mr. Wyatt to allow the zoning inspector to attend two upcoming seminars – one on brownfields and one on zoning issue updates. The motion passed with unanimous approval.

Ms. Gilmore provided the road report. Residents in the Woods area of Glencairn Forest are concerned about truck use on Wheatley Road. The police have been asked to monitor speed and the County Engineer’s office has repaired monuments to reduce road noise. The Summit County Sheriff will set up a temporary weigh station and report that generally after they issue a few citations, word gets out and the situation improves. The EPA has granted a tentative approval for the Boston Mills service yard. The township is in the process of getting bids on septic engineering.

The administration report was provided by Ms. Bowmer, who gave an update on the proposed purchase of Adephia by Time Warner. A presentation was provided by Thomas Sisley and Allan Mavrides of DLZ regarding engineering services their organization could provide the township.

Citizens Forum – Ken Bennett had questions about the upcoming JEDD public hearing.

Legal Counsel John Slagter had joined the meeting and a motion was made by Ms. Gilmore and seconded by Ms. Cica-Mraz to go into executive session to discuss pending legal action. The motion passed with unanimous approval.

A motion to go out of executive session and adjourn was made by Ms. Gilmore at 10:40 p.m., seconded by Mr. Wyatt and received unanimous approval.
