SPECIAL TRUSTEE MEETING
JUNE 7, 2005
RISING VALLEY PARK


The Richfield Township Board of Trustees opened this special meeting at 6:05 pm on June 7, 2005 with the following in attendance:

In the absence of the Clerk, Ms. Fischer took the minutes.

Motion to approve meeting minutes dated 5/3/05 as amended made by Paula Kramer, seconded by Steve Nagy, with unanimous approval.

In the Treasurer’s report, the following invoices were paid in a motion by Steve Nagy, seconded by Frank Gindraw, with unanimous approval: Jan Fischer, $50; Cervenka Electric (fluorescent strip fixture), $92.00; Wichert Insurance (rider for gate insurance), $30.00; Shelley Materials (limestone), $60.97, $50.83, and $65.78; and The Gas House (propane cylinder), $196.53. After Chris Eastwood’s arrival, a motion was made by Steve Nagy, seconded by Frank Gindraw, with unanimous approval, to approve these additional payments: Chris Eastwood (126.5 hours @ $17) (12 hours capital funds), $2,150.50; Chris Eastwood (40 miles @ $.405), $16.20. We also received checks from the Village of Richfield for 8 gate remotes, $192.00, Hinckley Township for 4 gate remotes, $96.00, and a deposit from Jill Pupa for the Tour De Cure, $500.00.

Paula Kramer explained the Breakfast In the Park to the Richfield Township Trustees. The date has been set for October 9, 2005. Chris Eastwood and Steve Nagy will guide the walk, and Jan Fischer will take reservations from the Township Office, accepting a maximum of 80 people including the Park Board members and families, trustees, etc. Advertising will be done in Hinckley and Richfield Townships. Paula suggested that the Park board purchase the food for the first walk.

Chris Eastwood will let us know when the climbers are ready to be installed. Also, he will attempt to enter the key codes on the gate for 5 remotes we received for Hinckley Township. Chris also reported damage to the south toilet; he had to throw out the covers. One happy note: two of the four bluebird nesting boxes are being used. He removed a limb from a tree. He also reported that the sled riding trail’s culvert is almost washed completely out. Chris also aerated, plugged, and fertilized all of the fields, and St. Bernard Golf Course offered their equipment to assist him. Jan Fischer will send a thank you letter to the golf course. NO PARKING signs are in place, and the STOP signs are in, plus the turnaround is finished. Chris placed a lock on the gate because someone opened the gate and it remained up after jimmying the switch, and keys were distributed to: Chris Eastwood, Tom Johnson, Jerry Schall, Richfield Police Dispatch, and 2 keys are in the Richfield Township Office. Lastly, Pam and Tom Johnson are working on the blinds for our office.

Richfield Township Chairwoman Laurie Peters Gilmore opened discussion concerning Park policies because Richfield Township is responsible for safety issues at the park. Trustee Dave Wyatt stated that all applicable paperwork has been filed with the Department of Interior, and the trustees believe that the transfer of property will be completed very quickly. Trustee Shano Cica-Mraz recommended that a separate policy needs to be in place regarding the gate and driveway. She wants the current application and fee schedule revised to be more concise. General rules (general prohibitions and field prohibitions) should be separate from the fee schedule and application, and Ms. Gilmore suggested using Bath Township’s rules and regulations as a starting point.

Discussion turned to complaints about the gate not opening with remotes, and taking a long time to open. Chris said that remotes can be used while in a vehicle (the operator does not have to get out of the vehicle), and he stated that using the siren only takes 8 seconds to open the gate. Batteries for the remotes can last anywhere from 2 months to 2 years. Perhaps the remotes are bad; if so, users must know where to return them. Everyone with a key must be given a document/diagram showing how to use them, and Frank Gindraw will review the manual that came with the gate. An emergency list needs to be compiled for the gate, plus a list of who has remotes and who has keys. Currently Hinckley Fire Department has 4 remotes, and Hinckley Police Department will be receiving 5 remotes; Richfield Fire Department has 4 remotes, Jerry Schall has 3 remotes (one for each vehicle), and Chris Eastwood has 1 remote, totaling 17. Currently, Chris has a key to the gate, as does Tom Johnson, Jerry Schall, and Richfield Police Dispatch, plus 2 are kept at the Richfield Township Office. A decision should be made on when/if the gate should be left open, i.e., winter.

Citizens Forum: Mr. Oppedisano, a Hinckley Township resident, discussed concerns about the gate, and Jan Fischer will provide him with cost information that he requested.

Jeff Stoerkel addressed field usage and problems, and a joint meeting will be held with Frank Gindraw, Tom Johnson, and field users to complete a workable schedule for everyone involved.

Ms. Gilmore made a motion to adjourn the meeting at 7:30 pm, seconded by Ms. Cica-Mraz; motion carried unanimously.
