Richfield Township Trustees
June 9, 2005

The Richfield Township Board of Trustees opened a special meeting for a JEDD Public Hearing at 7:04 p.m. on June 9, 2005 with the following in attendance:

Laurie Peters Gilmore, Trustee Chairperson
David Wyatt, Trustee Vice Chairperson
Shano Cica-Mraz, Trustee
Laurie Pinney, Zoning Inspector
Linda Bowmer, Township Administrator
John Slagter, Township Legal Counsel
Eight residents

Ms. Gilmore opened the hearing by providing a summary of the Joint Economic Development District (JEDD) agreement that is proposed for the Light Industrial-Office District area. The Trustees will take no action tonight. The Village of Richfield has their required Public Hearing scheduled for June 21 and the Trustees will take action on the JEDD at their next regular meeting July 7 or at a special meeting after June 21. The agreement is between Richfield Township (township) and Richfield Village (village). The income tax revenue generated on the property will be divided between the parties as follows: the first ten (10) percent will be divided equally between the township and village, to offset the costs associated with maintenance and administration of the improvements for the district. The balance of the income tax (90%) will be divided equally between the township, village and City of Cleveland. The township will provide the administrative, zoning, police, fire and road department services associated with the property, while the village will provide sewage disposal services and income tax collection and Cleveland will provide water utility service. The property taxes will be divided equally between the township and village and will be at the township rate for inside and outside millage.

The following members of the audience had questions or comments regarding the JEDD proposal, which were addressed by the Trustees and Mr. Slagter: Ken Bennett, Jerry Marshall, Ralph Schneider, Roger Giere, Jerry Ryba, Frank Gindraw and Dale Markowitz.

A motion was made to adjourn at 7:58 p.m. by Ms. Gilmore, seconded by Ms. Cica-Mraz and received unanimous approval.
