RICHFIELD TOWNSHIP BOARD OF TRUSTEES MEETING
May 19, 2005
7:00 p.m.
The Richfield Township Board of Trustees opened their regular meeting
at 7.15 pm on May 19, 2005 with the following in attendance:
Laurie Peters Gilmore, Trustee Chairperson
David Wyatt, Trustee Vice Chairperson
Shano Cica-Mraz, Trustee
Linda Bowmer, Township Administrator
Frank Gindraw, Chairman of Rising Valley Park
Tom Johnson, Rising Valley Park
John Slagter, Special Legal Counsel
In the absence of the Clerk, Ms. Bowmer took the minutes.
A motion was made by Ms. Gilmore and seconded by Mr. Wyatt to approve the
minutes of April 21, 2005 and April 27, 2005, as amended. The motion
passed with unanimous approval.
Mr. Wyatt made a motion to appropriate an additional $10,000 to legal
counsel spending for the JEDD, seconded by Mrs. Gilmore; motion carried
unanimously.
Ms. Gilmore gave the road report. After one week of chipping, the road
department had chipped 310 cubic yards – more than twice the amount
chipping in total for last year. A special word of thanks goes to Jerry,
Phil, and Jon, as well as to Jan Fischer and Dave Wyatt for helping.
Ms. Bowmer reported on the administrator’s conference sponsored by the
OTA. CDBG applications for 2006 are due by the end of June and Don Rentz,
summer help, starts on May 16th.
Mr. Wyatt reported that Wichert Insurance Services had presented a
proposal to provide general liability, property, auto and public official
liability to the township at an annual rate of $11,468 which is a 9.1%
decrease over the previous year for equal insurance coverage.
Ms. Gilmore made a motion to accept Wichert’s proposal, seconded by Mr.
Wyatt; motion carried unanimously.
A letter was read from Joel Mader, Chairman of the Kiwanis Community Day
Committee, asking for a donation from the Township to rent the bouncy
balloon children’s rides for this year Community Day. After discussion,
Ms. Gilmore made a motion to approve a payment to Party Animals in the
amount of $4,135 as the township’s contribution to Community Day, seconded
by Ms. Mraz; motion carried unanimously.
Ms. Gilmore made a resolution to approve Resolution #06-2005, which
supports Resolution #11-2004, allowing Richfield Township to acquire
property within what is currently Rising Valley Park, seconded by Ms.
Mraz; resolution received unanimously approval.
The need for policies and procedures for the new gate at Rising Valley
Park were discussed, particularly as the park will be changing ownership
soon. It was agreed that the trustees would attend the next regularly
scheduled meeting of the Rising Valley Park board on June 7, 2005 to start
working on park regulations. Ms. Bowmer will send a memo to police
dispatch giving contact details for whom to contact if there is a problem
with the operation of the gate.
Ms. Mraz presented a proposal from DLZ Ohio Inc. to act as consultants
for the extension of public utilities into the township. It was agreed
that Thomas Sisley would be invited to the next meeting to expand on the
proposal and answer questions.
Ms. Gilmore announced that senior snow plowing would not be eligible
for 2006 CDBG funds. She asked the trustees to consider whether this
program should be eliminated or administered in a different way.
Announcements: Ms. Gilmore announced that the Township has received a
Community Recycling Access Grant in the amount of $2,138 from SASWMA.
Citizens Forum:
none
Ms. Gilmore made a motion to enter into executive session at 8.45 pm to
discuss pending litigation, seconded by Mr. Wyatt; motion carried
unanimously.
Ms. Gilmore made a motion to end the executive session at 10.00 pm,
seconded by Ms. Cica-Mraz; motion carried unanimously.
Ms. Gilmore made a motion to adjourn the meeting at 10.02 pm, seconded by
Ms. Cica-Mraz; motion carried unanimously.
