RICHFIELD TOWNSHIP BOARD OF TRUSTEES MEETING
September 15, 2005
7:00 p.m.
The Richfield Township Board of Trustees met for their regular meeting on
September 15, 2005 with the following in attendance:
Laurie Peters Gilmore, Trustee Chairperson
David Wyatt, Trustee Vice Chairperson
Shano Cica-Mraz, Trustee
Laurie Pinney, Zoning Inspector
A motion was made by Ms. Gilmore and seconded by Mr. Wyatt to approve
the minutes of September 1, 2005. The motion passed with unanimous
approval.
A motion was made by Ms. Gilmore and seconded by Mr. Wyatt to approve
warrants 11483 to 11542. The motion passed with unanimous approval.
Ms. Pinney brought up the issue of outstanding lodging taxes for the BCAM
property (Howard Johnson’s. The Trustees advised that John Slagter should
be reminded of the issue, so that the matter is resolved before a transfer
of ownership takes place. Updates were provided regarding the topsoil
business that had been operating on Alger Road, which is now in
conformance. The Trustees still want to pursue the consent judgment entry,
so that the original injunction action can be withdrawn. The properties
that had been considered for condemnation and demolition were re-inspected
and the property on Kiowa Road appears to have had renovations completed
and is occupied. Ms. Pinney will follow up with the Summit County
Department of Building Standards to make sure all inspections were
completed. The other two properties, on Boston Mills Road and Medina Line
Road, are clearly vacant and in poor repair and the township will move
forward with condemnation and demolition. Ms. Cica-Mraz wanted to confirm
that the construction material on the Medina Line property was not being
placed in the ravine behind the residence.
The Road report was provided by Ms. Gilmore. Appalachian Geophysical
Services has proposed conducting exploratory testing for oil and gas along
Hawkins Road. The testing is proposed to be done within the right-of-way.
A motion was made by Ms. Gilmore and seconded by Mr. Wyatt to send a
letter that testing will not be permitted within the township
rights-of-way. The motion passed with unanimous approval.
The new 3-ton plow truck will be delivered around the end of October. The
Road crew has been mowing within the rights-of way & cemeteries, crack
sealing on Forest Run & Stoneridge and helped the Village of Richfield
with the Veteran’s Memorial dedication on September 11. The water-well
drilling being done by Anderson Well & Drilling at the Boston Mills
Service yard is on schedule. The township has received notification from
the County of Summit Engineer Greg Bachman on September 12 that an
application was submitted for Issue 2 funding for Boston Mills Road.
Mr. Wyatt provided the Parks report. The Rising Valley Park Breakfast in
the Park is scheduled for October 9 from 9:00 to 11:00 a.m. Those
interested in attending this free event should RSVP Jan Fischer at the
township office.
In New Business, J & J Refuse, Inc. had asked for an increase due to
additional transfer station charges being imposed on the hauler. A
motion was made by Mr. Wyatt and seconded by Ms. Cica-Mraz to increase the
monthly contract by $164.54 effective either the date of House Bill 66
taking effect or the date of J & J’s request, whichever is later. The
motion passed with unanimous approval.
Ms. Gilmore brought up the issue of hurricane relief and the items needed
by workers who are trying to clean up the damage. A motion was made by
Ms. Gilmore and seconded by Mr. Wyatt to approve the purchase of 5 cases
(600 pairs) of work gloves, at a cost of $966.00, to be sent with a
shipment of goods being coordinated by Cuyahoga Falls. The motion passed
with unanimous approval. Jon Baker, of the Richfield Township Road
Department is an EMT with the Valley Fire Department and had requested
time off to volunteer with the group going from Cuyahoga Falls, if his
assistance is needed. A motion was made by Ms. Gilmore and seconded by
Mr. Wyatt to authorize Mr. Baker to volunteer his services for the
hurricane relief and the township will cover his lost wages and benefits
for any two-week period until October 15. The motion passed with unanimous
approval.
The Village of Richfield Planning & Zoning Board met recently and
discussed the possibility of doing a joint comprehensive plan with the
township. Mr. Wyatt has been participating in the meetings for the
development of the Summit County General Plan, which is nearly complete
and believes the township would benefit by utilizing the framework for the
county plan and plugging in the information at the township level. Ms.
Cica-Mraz asked for copies of the current draft language for the county
plan.
Applications for the zoning boards will be accepted through September 16.
Ms. Pinney was asked to remind the members who are up for re-appointment
that they must submit a notice indicating their interest. The application
results will be forwarded to the Trustees on Monday, September 19 and
appointments will be made after that time.
A motion was made by Ms. Gilmore to adjourn at 7:50 p.m. The motion was
seconded by Mr. Wyatt and received unanimous approval of those in
attendance.
