RICHFIELD TOWNSHIP BOARD OF TRUSTEES MEETING
December 7, 2006

The Richfield Township Board of Trustees met for a regular meeting on
December 7, 2006 at 1:40 p.m. with the following in attendance:
Shano Cica-Mraz, Chairperson
David Wyatt, Trustee Vice Chairperson
Laurie Peters Gilmore, Trustee
Linda Bowmer, Township Administrator
Six attendees
A motion was made by Ms. Cica-Mraz and seconded by Mr. Wyatt to approve
the minutes of November 2, 2006. The motion passed with unanimous
approval.
A motion was made by Ms. Cica-Mraz and seconded by Mr. Wyatt to approve
warrants 12557 through 12674. The motion passed with unanimous approval.
A motion was made by Ms. Cica-Mraz and seconded by Ms. Gilmore to
increase appropriations to 14A CDBG by $375. The motion passed with
unanimous approval.
A motion was made by Ms. Cica-Mraz and seconded by Ms. Gilmore to
appoint First Merit Bank as the Township’s public depository beginning
December 30, 2006 until December 31, 2011. The motion passed with
unanimous approval.
Chief Canter provided the police report. There were a total of 1,298
calls for service in November, 141 of which were township and represent
10% of the calls. December 16th is ‘Shop With A Cop’ and they expect to
take 250 kids shopping at Walmart this year. The Color Guard performed
at the Revere High School Veteran’s Day program. Veterans from as far
back as World War II received a standing ovation from the students.
Chief Stopak provided the fire department report. There were a total of
89 calls in November, 22 of which were township EMS and fire and
represent 24% of the calls. The windstorm on December 1st resulted in 21
calls with downed trees and power lines. The Shade residence on
Brecksville Road is offering excellent training for the department as
well as fire units in mutual aid communities. The EPA is expected to
complete their review for asbestos soon and the department will then
practice with live burns before finally burning the houses to the
ground.
Mr. Wyatt provided the parks report. The Revere Athletic Department,
Bath Township, Richfield Village and the Township are meeting to compile
a list of available fields in the area for baseball, soccer, football
and lacrosse. Chris Eastwood has started to remove some of the trees
along the south field border to allow more light and air to dry out the
wet areas.
A motion to adopt Resolution #15-2006 dissolving the Richfield Township
Rising Valley Park Board was made by Mr. Wyatt, seconded by Ms. Gilmore
and received unanimous approval.
Mr. Wyatt expressed gratitude to all park board members, both
current and those serving in the past, for their service over the years.
Ms. Gilmore provided the roads report. All trucks are in good
working order and the salt shed is full and ready for the winter season.
A motion to adopt Resolution #14-2006 authorizing Richfield Township to
become a member of the Cuyahoga Valley Regional Council of Governments
was made by Ms. Cica-Mraz, seconded by Mr. Wyatt and received unanimous
approval.
Mayor Lyons of the Village attended the meeting to start discussion
on the extension of the police and fire contracts. The Village has
recently signed a 3 year contract with both departments and Council has
approved their budget for 2007, making projections easier. Since the
Village has seen a 5% increase in operations, the Mayor proposed 2 year
contracts as follows:
Police Fire
2007 $ 462,000 $ 336,000
2008 $ 485,100 $ 352,800
The Mayor stressed that number of calls was only one factor in how costs
are divided. The trustees will review the draft contract before taking
any action.
Trustee Wyatt reported that a JEDD meeting had been held on December
4, 2006. Clarification on collection and distribution on the tax
agreement and insurance for directors and officers of the Board were
subjects discussed.
Announcements: Chief Canter announced that Stancato’s would be closing
on December 31st. Ms. Bowmer said ODOT had advised that Riverview Road
under Interstate 271 will be closed from December 11th through the end
of the year due to bridge construction.
Citizen’s Forum: Resident Ken Bennett, 5150 Hecker Drive, was concerned
about amendments to the zoning code regarding the LI-O. Ms. Cica-Mraz
explained these were language changes and not changes for usage. She
advised interested residents to attend the Zoning Commission public
hearing on December 14th when the Commission will be reviewing the
recommendations made by Summit County Planning Commission and then will
forward their recommendation to the Trustees’ Public Hearing on December
21, 2006.
A motion was made by Ms. Cica-Mraz and seconded by Mr. Wyatt to go into
executive session at 2.40 to discuss pending litigation. The motion
passed with unanimous approval.
A motion was made by Mr. Wyatt and seconded by Ms. Gilmore to go out of
executive session at 3.30 p.m. The motion passed with unanimous approval
of those in attendance.
A motion was made by Ms. Cica-Mraz and seconded by Mr. Wyatt to adjourn
at 3.32 p.m. The motion passed with unanimous approval of those in
attendance.
