The Richfield Township Board of Trustees met for a regular meeting on March 16, 2006 at 7:00 p.m. with the following in attendance:

Laurie Peters Gilmore, Trustee
Linda Bowmer, Township Administrator
Laurie Pinney, Zoning Inspector
John Slagter, Legal Counsel (7:35 p.m.)

Three attendees

A motion was made by Ms. Gilmore and seconded by Ms. Cica-Mraz to approve warrant items #11967 through 11996. The motion passed with unanimous approval.

The Fiscal Officer report was provided by Ms. Pinney. The permanent appropriations for 2006 are required to be approved by April 1, 2006. A table showing the current Summit County Certificate of Estimated Resources amounts and recommended permanent appropriation amounts was provided. A motion was made by Ms. Gilmore and seconded by Mr. Wyatt to accept the following permanent appropriations for 2006: 01 General Fund $600,000, 02 Motor Vehicle License Tax $0, 03 Gasoline Tax $90,000, 04 Road & Bridge $150,000, 09 Police District $416,500, 10 Fire District $320,000, 13 Zoning $16,000, 14A CDBG $.47, 14B DUI Enforcement $1177.88, 23 Motor Vehicle Permissive License Tax $ 15,000, 15 General Note Retirement $674.90, 21ACapital Equipment Police $22,405, 21B Capital Equipment Roads/Service $ 243.55, 26 Permanent Improvement Service Area $38,866.80, 27 Rising Valley Park Bequest $87,979, for a total of $1,758,847.60. The motion passed with unanimous approval.

The township has been contacted by the Auditor of State’s office and will be choosing an independent public accounting firm to conduct the 2004-2005 audit.

The Zoning report was provided by Ms. Pinney. The Zoning Commission is currently working on the commercial district code and the comprehensive plan and is scheduled to meet next on April 13 at 6:30 p.m. The Board of Zoning Appeals has one continued case on their agenda for the next meeting, scheduled for March 20 at 7:00 p.m. A lot split was approved for a large parcel of land with frontage on Medina Line and Southern Roads. The 80 acre section that may be developed has had deed restrictions recorded as part of the lot split.

The Road report was provided by Ms. Gilmore. The Boston Mills Service Yard building addition is progressing, with the plumbing due to be installed next, followed by the concrete. The township has received a letter from the County of Summit Engineer’s office, who is taking a firm stance on the Killarney Woods road paving. The Engineer’s office will be surveying Rising Valley Park for the township.

The Park report was provided by Mr. Wyatt. Signs for the Rising Valley Park are being made by the Cleveland Metro Parks. The township is working with the soccer leagues in scheduling fields at the park. Mr. Wyatt has heard that an individual was hired by the soccer club to do the organizing of scheduling fields for games and practices.

The Administration report was provided by Ms. Bowmer. She reminded the Trustees that the end of on-call duties for the snowplow season will be April 1 and the township has typically awarded bonuses to employees in the past. A motion was made by Ms. Gilmore and seconded by Ms. Cica-Mraz to award an on-call bonus of $500 to Jerry Schall, Phil Hrusch and Jon Baker and $250 to Don Rentz. The motion passed with unanimous approval.

Township residents have been notified that Direct Energy will be the natural gas supplier for the Summit County Gas aggregation program. It is a two-year program with a fixed rate of $11.45 from enrollment through April 2007 and another fixed rate to be determined for the second year. Residents must opt out of the program or they will automatically be enrolled. Two cards of thanks were received from recipients of the septic system replacement grant offered to seniors last year. The township has received notice that the speed limit on Everett Road from the Medina County Line to Medina Line Road will be reduced from 55 mph to 45 mph. The TASC dinner/meeting for April will be held at the Summit County Health Department on April 4 at 5:30 p.m.

A motion was made by Ms. Gilmore and seconded by Mr. Wyatt to go into executive session at 8:00 p.m. to discuss pending litigation related to a zoning matter. The motion passed with unanimous approval.

A motion to go out of executive session and adjourn was made by Ms. Gilmore and seconded by Mr. Wyatt at 9:10 pm. And received unanimous approval.
