The Richfield Township Board of Trustees met for a regular meeting on
March 2, 2006 at 1:36 p.m. with the following in attendance:
Shano Cica-Mraz, Trustee Chairperson
David Wyatt, Trustee Vice Chairperson
Laurie Peters Gilmore, Trustee
Linda Bowmer, Township Administrator
Laurie Pinney, Zoning Inspector
Joe Stopak, Richfield Fire Department
Dale Canter, Richfield Police Department (1:43)
John Slagter, Legal Counsel (2:08)
Four attendees
A motion was made by Ms. Cica-Mraz and seconded by Mr. Wyatt to approve
the minutes of February 16 and 27, 2006. The motion passed with
unanimous approval.
A motion was made by Ms. Cica-Mraz and seconded by Ms. Gilmore to
approve warrant items #11940 through 11966. The motion passed with
unanimous approval.
The Fire report was provided by Mr. Stopak. The department still does
not have the back billings for Lifeforce, but this will be reported on
future monthly reports. The collective bargaining should reach an
agreement sometime early this month. There will be NIMS training
sessions in March and April and it is advised that Trustee and Council
members attend one of the sessions.
Mr. Canter provided the Police report. The Summit County smoking ban is
in effect as of February 28. The police will not enforce the regulation,
but will take complaint information and forward it to the Summit County
Health Department.
The color guard will be performing at the Cleveland Cavaliers Game on
March 7. A department SUV was hit by a backing truck; it will likely be
repaired and then given to the animal warden. Ms. Gilmore asked what
department is responsible for policing Interstate 77. Mr. Canter replied
that both the state highway patrol and the Richfield department take
responsibility.
The Zoning report was provided by Ms. Pinney. The Zoning Commission will
be meeting on March 9 and some of the Zoning Commission members will be
attending the Village Planning and Zoning meeting on March 14 to discuss
a possible joint comprehensive plan. The Summit County General Plan
meeting will be introduced to the public at a meeting on March 15. The
Board of Zoning Appeals will meet on March 20 to discuss one continued
case.
The township is waiting for drawing revisions before approving a joint
Richfield Township/Cleveland Metroparks sign for Rising Valley Park.
Ms. Gilmore provided the Roads report. A bid of $2000 was received for
the Chevy 3500 truck and was rejected. A trade-in bid of $8500 was
offered, which the township accepted. The new truck has been ordered and
the township may offer the dually truck for bid or auction at a later
date.
The Administration report was provided by Ms. Bowmer. The new computers
for the administration and roads departments have arrived and the
administration computers are installed. Jerry Schall will be waiting
until the building addition is complete before having his computer
installed. The Akron Zoo will be offering free admittance to the zoo on
May 6 for Richfield residents. Tickets will be available on April 6. We
have received calls regarding the reverse alert system. We may have
Emergency Management come out at a future meeting to answer questions.
Announcements: none
A motion was made by Ms. Gilmore and seconded by Ms. Cica-Mraz at 2:17
to go into executive session to discuss pending litigation and
acquisition and/or sale of property. The motion received unanimous
approval.
A motion was made by Ms. Gilmore and seconded by Ms. Cica-Mraz at 3:25
to go out of executive session. The motion received unanimous approval.
Ms. Gilmore left the meeting at 3:25 and a motion was made by Mr. Wyatt
and seconded by Ms. Cica-Mraz to adjourn at 3:31. The motion received
unanimous approval of those in attendance.
