The Richfield Township Board of Trustees met for a regular meeting on May 4, 2006 at 1:43 p.m. with the following in attendance:

Shano Cica-Mraz, Trustee Chairperson
David Wyatt, Trustee Vice Chairperson
Laurie Peters Gilmore, Trustee
Linda Bowmer, Township Administrator
Laurie Pinney, Zoning Inspector
Joe Stopak, Richfield Fire Chief

A motion was made by Ms. Gilmore and seconded by Mr. Wyatt to approve the minutes of the April 6 regular meeting. The motion passed with unanimous approval, with an abstention by Ms. Cica-Mraz.

A motion was made by Ms. Cica-Mraz and seconded by Mr. Wyatt to approve warrant #12097. The motion passed with unanimous approval.

Dale Canter, Richfield Police Chief was not able to attend meeting due to a family emergency and will provide his report at another meeting.

Mr. Stopak provided the Fire report. The stats for April will be submitted to the township office. A drill was held at Hillcrest School recently, with a number of departments participating. The NIMS drill is scheduled for May 20 for the purpose of testing the command system. A pre-construction meeting for the new pumper was held and a $9200 increase will be before council. There are still a few minor language disputes in the collective bargaining agreement.

Ms. Pinney provided the Zoning report. The Board of Zoning Appeals approved the expansion request made by Thorsen Baker & Associates. One new case is on the agenda for the May 15 meeting. The Zoning Commission meets next on May 11 and will be discussing the Light Industrial-Office District language.

The Park report was provided by Mr. Wyatt. The fields at Rising Valley Park are in first rate condition. The Park Board inquired at their May 2 meeting about the trustee’s decision to not purchase new tables for the park. The tables had been found to be in good shape, with no damage. Mr. Wyatt was at the park last evening and both the baseball and soccer fields were in use. Chris Eastwood is looking into fertilizing the fields and possibly having them treated with herbicide.

The Road report was provided by Ms. Gilmore. The chipping program begins next week on May 8. The paving project on Boston Mills Road planned by the county engineer may be delayed by one year. The Boston Mills service yard building addition will be dry walled in the next week or two. The Village of Peninsula will be hauling away an accumulation of fill dirt that has been collected from road ditching.

The Administration report was provided by Ms. Bowmer. She announced that former Richfield Township Clerk and employee Betty Ann Hayes has passed away recently. She held the position of Township Clerk from May, 1989 through March 2001. The county engineer’s dinner will be held on May 9 at the Akron Zoo. The Summit/Akron Solid Waste Management Authority will have a plastic toy recycle program on May 5 & 6. The check for the township’s recycle grant has been received and is in the amount of $2306.08. Project Pride community cleanup day was held on April 29 and was a great success, but the final collection numbers are not yet in. Ms. Bowmer attended a Bureau of Worker’s Compensation seminar yesterday. The township has been free of claims for more than four years and we currently have the best rating possible. J & J Inc., the township waste haulers, have requested an increase of 4%, which comes out to an additional 303.79 per month. A motion was made by Mr. Wyatt and seconded by Ms. Cica-Mraz to approve the request for increase in the contract amount. The motion passed with unanimous approval. Another offer has been received for a buyout of the wireless tower lease on Boston Mills Road. Resolution 09-2006 has been prepared and is a request for the Ohio Department of Transportation to undertake a speed study on Wheatley Road. A motion was made by Ms. Gilmore and seconded by Ms. Cica-Mraz to accept Resolution 09-2006. The motion passed with unanimous approval. The administration office has recently replaced all three of the office computer systems. A motion was made by Ms. Gilmore and seconded by Mr. Wyatt to declare the three old administration computers as surplus property to be donated to a charitable organization or individual in need. The motion passed with unanimous approval.

In announcements, a thank-you was given from all three trustees to the voters who supported the recent fire and police levies, each of which passed by a substantial margin.

A motion was made by Ms. Cica-Mraz and seconded by Ms. Gilmore to go into executive session to discuss sale and/or acquisition of property. A motion was made at 3:35 p.m. by Mr. Wyatt and seconded by Ms. Cica-Mraz to go out of executive session and adjourn. The motion passed with unanimous approval.
