November 2, 2006
The Richfield Township Board of Trustees met for their regular meeting
on November 2, 2006 at 1:30 p.m. with the following in attendance:

A motion was made by Ms. Cica-Mraz and seconded by Mr. Wyatt to approve
the minutes of September 28 and October 5. The motion passed with
unanimous approval.
A motion was made by Ms. Cica-Mraz and seconded by Ms. Gilmore to
approve warrants #12419 through 12556. The motion passed with unanimous
approval.
Ms. Pinney provided the Fiscal report. The IPA was in the office
October 24-27 to collect audit information. Ms. Pinney and Ms. Bowmer
attended at one-day GFOA conference on budgeting on November 1. The
resolution required yearly to confirm outside millage tax rates is due
at this time and is on the agenda for this meeting.
Ms. Pinney continued with the Zoning report. The deadline for the
November 20 BZA is November 6. The Zoning Commission continued their
October 26 public hearing to November 9. A recommendation was made in
favor of a proposed rezoning of a small piece of property south of
Wheatley Road from R-4 to R-1. The discussion of text amendments to LI-O
and C-2 regulations is ongoing. The Trustees public hearing for these
topics is scheduled for November 16, 2006, 7:00 p.m.
Mr. Canter provided the Police report. Calls for October included 1123
for the village and 139 for the township. The department has started the
budgeting process for 2007. The department is looking at a program to
update the 911 system, which will trace back calls made from cell
phones. A new curriculum for Safety Town is being considered; the
department would like to see an area and facilities dedicated for this
use. Information on area needy families is being collected, for the
purpose of distributing Thanksgiving baskets and the signing up children
for the shop with a cop program. The Halloween parade and party was held
on October 31 and was well attended.
Mr. Stopak provided the Fire report. The statistics for October are
being compiled and will be supplied. The department has been notified
that they will likely be receiving at least a portion of funds requested
from a homeland security grant program. The request was made to purchase
two thermal-imaging cameras and accessories. The Fire department is also
working on their 2007 budget. An officer has been selected for
recommendation as the new fire prevention officer, and is under review
by the Mayor and the Bath Township Trustees. Two properties have been
offered for training purposes, so the public may see various fire
apparatus out at simulations on these properties. A new gps unit has
been put in place that is very useful, particularly for mutual-aid
calls, where the incident may be in an unfamiliar area.
Mr. Wyatt provided the Parks report. The Boy Scouts will be camping in
Rising Valley Park on November 18. An additional parking area is being
created south of the gate area by leveling off part of the area adjacent
to the driveway. A meeting is being put together with representatives
from the village, Bath Township and the Revere schools to evaluate the
assess the number and type of athletic fields available for use.
Ms. Gilmore provided the Road report. A new culvert is being put in
under Stubbins Road, with the County Engineer participating in the
project. The roads in the Forest at Kings Creek subdivision have been
accepted by the county and township. Work is being done on the fence at
the Columbia Road cemetery. A company called Unimog will be conducting a
demo of leaf-pickup equipment on Hawkins Road.
Ms. Bowmer provided the Administration report. October 31 was the
deadline for application to the zoning boards. There will be two
openings and we have two applicants. The Trustees will make the
appointments at their next meeting. The next TASC meeting is November
14, with Mo Darwish of ODOT scheduled as the featured speaker. Karen
Smik, of the Richfield Civic Organization, has asked that a Trustee come
to the tree-lighting ceremony on November 24, to represent the township.
Bids have been received for the senior snowplow program, with S & K
Maintenance being the low bidder.
A motion was made by Ms. Cica-Mraz and seconded by Mr. Wyatt to enter
into a contract with S & K Maintenance for the senior snowplow program,
at a rate of $9.75 per plow, subject to the village accepting same. The
motion passed with unanimous approval.
A motion was made by Ms. Cica-Mraz and seconded by Mr. Wyatt to approve
Resolution 13-2006 Accepting the Amounts and Rates as Determined by the
Budget Commission and Authorizing the Necessary Tax Levies and
Certifying Them to the County Fiscal Officer. The motion passed with
unanimous approval.
A motion was made by Ms. Cica-Mraz and seconded by Mr. Wyatt to extend
the waste hauling contract for one additional year at a rate of $10.11
per household per month, which is an increase of $.13 per household,
subject to the village approving same. The motion passed with unanimous
approval.
Announcements
Everyone is reminded to vote on November 11 and to bring
identification to the polls. The service at the Veterans Memorial is
November 11 at 11:00 a.m.
A motion was made by Ms. Gilmore and seconded by Mr. Wyatt to adjourn at
2:30 p.m. The motion passed with unanimous approval.
