RICHFIELD TOWNSHIP BOARD OF TRUSTEES MEETING
October 5, 2006
1:30 p.m.

The Richfield Township Board of Trustees met for a regular meeting on October 5, 2006 at 1:35 p.m. with the following in attendance:

Shano Cica-Mraz, Chairperson
David Wyatt, Trustee Vice Chairperson
Laurie Peters Gilmore, Trustee
Linda Bowmer, Township Administrator

Five attendees

A motion was made by Ms. Cica-Mraz and seconded by Ms. Gilmore to approve the meeting minutes from September 7, 2006. The motion passed with unanimous approval, with an abstention by Mr. Wyatt

Chief Stopak reported the fire department had recently run a class for Charles Schwab showcasing their new fire equipment. They are very close to hiring a fire safety person to work in the schools, similar to the DARE officer. The department has been given 2 houses on Brecksville Road which they plan to use for training in fire burning and rescue.

Chief Canter reported a new roof has been put on the shooting range, although if the Village buys the Pedigo land, they may lose the building. The 2 new police cars are now on the road. The department is also purchasing new cameras for the cars using the Mihalik money and money from the drug fund. Chief Canter discussed the master plan developed by the crisis management team for the schools consisting of doctors, teaches, parents and safety forces.

Mr. Wyatt provided the parks report. The fall soccer league has finished. The field used by the 6x6 youth league had been moved to the north field because of drainage issues in the south field and it is hoped these drainage problems can be remedied during the winter/spring.

Ms. Gilmore provided the roads report. The last chipping scheduled for the year will begin on Monday, October 9th and continue through the week.

Ms. Bowmer provided the zoning report. The BZA will hold a public hearing on October 16th to consider 3 new cases. Zoning Commission will hold a public hearing to consider amendments to LI-O and C-2 regulations and rezoning of property from R-4 to R-1 on October 26th. The Board of Trustees public hearing will be on November 16th. Jim Oberdorfer and Greg Backman met with Jim Biggar and Denny Culp of Glencairn regarding the Glencairn emergency access road. Glencairn has been pulled from the October Planning Commission meeting and moved to the November 16th meeting.

The administration report was provided by Ms. Bowmer. Flu shots will be offered on October 9th in Fellowship Hall from 11.00-2.00 and also on October 18th in the Fire Station from 1.00-3.00. Anyone wishing to dispose of old cell phones or pagers can drop them off at the township office and we will see they are properly recycled. The Township is advertising for new members for the Zoning Commission and BZA. Anyone interested should contact the office before October 31st.

There are approximately 18 thermostats left from the programs to supply members of the gas aggregation program with new electronic thermostats. Following the suggestion of James McCarthy, speaker at the Township Association meeting on October 3rd, the trustees decided to offer the spare thermostats to the seniors who have qualified for either our Healthwatch or snow plow programs.

Maureen McGinty of Metroparks Serving Summit County spoke about Issue 18 which will be an 8 year levy for 1.46 mills. This is the park district’s first request for a millage increase in 12 years. The owner of a $100,000 house would pay just $3.73 per month or 12 cents a day to maintain the same level of service the park currently provides. This is their only source of income other than grants as they do not receive tax money. Metroparks manage nearly 9,000 acres, including 1,600 in Richfield, which includes 13 developed parks, 6 conservation areas and more than 120 miles of trails, including 16 miles of the Ohio & Erie Canal Towpath.

A motion was made by Ms. Cica-Mraz and seconded by Ms. Gilmore to adjourn at 2:25. The motion received unanimous approval.
