Richfield Township Trustees
September 28, 2006
The Richfield Township Board of Trustees met for a special meeting
on September 28, 2006 at 7:12 p.m. with the following in attendance:
Shano Cica-Mraz, Trustee Chairperson
Laurie Peters Gilmore, Trustee
Dave Wyatt, Trustee
Linda Bowmer, Township Administrator
Laurie Pinney, Zoning Inspector
John Slagter, legal counsel
Two attendees
A motion was made by Ms. Cica-Mraz and seconded by Mr. Wyatt to approve
the minutes of August 17, 2006. The motion passed with unanimous
approval.
A motion was made by Ms. Cica-Mraz and seconded by Mr. Wyatt to approve
warrants #12389 through 12418. The motion passed with unanimous
approval.
Ms. Pinney provided the Fiscal Officer’s report. The funding for
expenses related to the operation of Rising Park come from General
funds, so no specific approval is required for routine expenses.
However, the Trustees had specified spending of up to $10,000 at the
January 19 meeting and Ms. Pinney wanted to provide an update on
anticipated expenses for 2006. After discussion, a motion was made by
Mr. Wyatt and seconded by Ms. Gilmore to approve up to $22,000 in
operating expenditures for the park for 2006. The motion passed with
unanimous approval.
Continuing with the discussion of Rising Valley Park, the topic of
drainage improvements on the park soccer fields was discussed. A
motion was made by Mr. Wyatt and seconded by Ms. Cica-Mraz to approve
spending of up to $3000 from the capital improvement fund for the
drainage project. The motion passed with unanimous approval.
The Road report was provided by Ms. Gilmore. No reasonable offers for
the purchase of a surplus truck have been received to date and Ms.
Gilmore is proposing that the township keep the truck for the time
being.
Ms. Bowmer provided the Administration report and gave updates on
notices from the Summit County Board of Health regarding the West Nile
virus, upcoming meetings for the Summit County Environmental Planning
and HCHY and a request for comments for the deer management program in
the Cuyahoga Valley National Park.
In New Business, at a previous meeting, the Trustees had been requested
to make a contribution to the hiring of a staffer for the Youth
Commission. The township has an established practice of not making
contributions to private groups and has chosen not to participate in
this request.
A motion was made by Ms. Cica-Mraz and seconded by Ms. Gilmore to go
into executive session at 8:25 p.m. to discuss pending litigation
related to zoning matters. The motion passed with unanimous approval.
A motion was made by Mr. Wyatt and seconded by Ms. Cica-Mraz to go out
of executive session and adjourn at 10:30 p.m. The motion passed with
unanimous approval.
