Richfield Township Trustees
August 23, 2007
The Richfield Township Trustees met for their regular meeting on
August 23, 2007. The meeting was called to order at 7:07 p.m. with
the following in attendance:
David Wyatt, Trustee Chairman
Laurie Peters Gilmore, Trustee
Shano Cica-Mraz, Trustee
Linda Bowmer, Township Administrator
Laurie Pinney, Zoning Inspector
A motion was made by Ms. Gilmore and seconded by Ms. Cica-Mraz to
approve the minutes of July 19 and August 9, 2007. The motion passed
with unanimous approval.
A motion was made by Ms. Gilmore and seconded by Ms. Cica-Mraz to
approve warrants 13241 – 13283. The motion passed with unanimous
approval.
Ms. Pinney provided the Fiscal report. An additional amount for
legal spending for the Briarwood matter must be approved. A
motion was made By Ms. Cica-Mraz and seconded by Mr. Wyatt to
approve additional spending in the amount of up to $5000 for the
Briarwood matter. The motion passed with unanimous approval.
The Zoning report was provided by Ms. Pinney, who gave an update on
Board of Zoning Appeals and Zoning Commission proceedings. The BZA
had requested a legal opinion on procedural matters and a request
has been forwarded to the Summit County Prosecutor’s office.
Mr. Wyatt had no matters to report on regarding the parks.
Ms. Gilmore provided the Road report. Road Foreman Jerry Schall had
provided a written report of more than twenty separate projects that
had been completed over the summer.
Ms. Bowmer provided the Administration report. The Chamber lunch is
scheduled for September 5 and Village of Richfield Mayor Mike Lyons
will be the featured speaker. The TASC (Township Association of
Summit County) meeting will be held on September 11. Elected
officials or their designees will soon be required to attend public
record training. The Trustees requested Ms. Bowmer to attend an
October meeting on behalf of the township to receive the training.
Mr. Wyatt may attend as well. A letter was received from Time Warner
regarding Senate Bill 117. Attorney Todd Hunt is preparing documents
to represent area communities in attempt to preserve existing
franchise agreements with Time Warner. Ms. Bowmer attended a meeting
to discuss grant application to do a study for the Safe Routes to
School program. Bath Township is writing the grant, which will be
submitted by the Village of Richfield on behalf of Revere School
District communities. A demo model photocopier has been left in the
township office for a few days. The township will be making a
decision on purchase or lease of a new photocopier in the near
future. The Senior Snowplow applications are ready in the township
office. The application fee is $75 and seniors who meet the income
limits can apply now through October 15. The Medical Alert program
continues to be offered free to income-qualified seniors and at cost
to other seniors. A motion to approve the 2007/2008 Senior
Snowplow program at a rate of $75 per applicant was made by Mr.
Wyatt, seconded by Ms. Cica-Mraz and received unanimous approval.
In Announcements, Ms. Cica-Mraz reported that she had looked into
complaints related to increased noise levels on the Ohio Turnpike.
Brecksville Mayor Jerry Hruby and Ms. Cica-Mraz are planning to meet
with the OTC Director to try to resolve the problem.
A motion to adjourn was made by Ms. Gilmore at 7:50 p.m. Mr.
Wyatt seconded the motion, which passed with unanimous approval.
